EXPRESSION OF INTEREST (EOI) FOR NATIONAL CONSULTANCY FOR THE DEVELOPMENT OF STATE HIV/AIDS STRATEGIC PLAN (SSP) 2024-2027

- Preamble
The State HIV and AIDS Strategic Plan (SSP) is designed to guide the HIV and AIDS State response. The development of the SSP 2021-2025 took into consideration the national aspiration to end AIDS epidemic by 2030. The development of the SSPs was based on national priorities and thematic areas set at the national level as well as the epidemic analysis for each state HIV response.
The current State HIV and AIDS Strategic Plan 2021-2025 was developed based on the National HIV and AIDS Strategic Framework 2021-2025. The usual practice is a bottom-top approach to the development of the NSP whereby the SSPs inform the development of NSP. However, before the NSP was finalised, the Global AIDS Strategy was launched which significantly changed the strategic direction of the HIV response globally.
Furthermore, other emerging issues in the country like the New HIV Business Model and the PMTCT scale-up plan were also taken into consideration in the development of the NSP 2023-2027. In view of the foregoing, it became necessary for the states to revise their State HIV and AIDS Strategic Plan (SSPs) 2021-2025 to align to the National HIV and AIDS Strategic Plan 2023-2027.
To achieve the foregoing, NACA is seeking to engage 4 national consultants (1 lead, 1 co-lead and 2 costing consultants) to work with 37 state consultants to revise the state strategic plans of the 36+1 states.
- Pre-qualification requirement
To qualify for consideration, interested consultants are required to submit CVs including the under listed documents in the Terms of Reference below:
Terms of Reference (ToR)
Background
The State HIV and AIDS Strategic Plan (SSP) is designed to guide the HIV and AIDS State response. Objective of the Consultancy
The objective of the consultancy is to provide technical guidance and support to the 37 state consultants to revise state strategic plans of the 36+1 states.

Qualifications and Specification of Consultants (Lead, Co-Lead, Costing)
Lead Consultant
Scope of work
- Develop a template for facilitating the development of State HIV and AIDS Strategic Plans 2023-2027: narrative and costing templates;
- Orient state consultants on the utilization of State HIV and AIDS Strategic Plan narrative and costing templates;
- Give technical guidance, and review the SSPs drafts shared by the state consultants all through the process of the SSP revision till clean copies of the SSPs are delivered;
- Approve each State HIV and AIDS Strategic Plan for validation and finalization by stakeholders at the state level;
- Share validated and finalized 36 + 1 State HIV and AIDS Strategic Plans with NACA;
- Submit a process report with state consultants on the development of the State HIV and AIDS Strategic Plan
Expected Deliverables
- Revised 36+1 State HIV and AIDS Strategic Plans 2024-2027
- Process report
Qualifications and Specification
- PhD or its equivalent in medicine/medical sciences, public health, epidemiology, health planning, health economics, social sciences or other related fields.
- A minimum of 10 years’ experience in planning, management, implementation or evaluation of HIV programs at State, national and international levels.
- Previous experience in leading or supporting the development of strategic documents, analysing and interpreting data is essential.
- Understanding of the HIV/AIDS situation in Nigeria.
- Familiarity with the 2021 Political Declaration (PD) and Global AIDS Strategy (GAS) 2021-2026.
- Ability to work in a multicultural team, including working with remote-based staff.
- Organizational skills and the ability to quickly respond to planned and unplanned support requests.
- Good communication skills (oral and written) including the ability to conduct all job functions in English;
- Ability to work under pressure and with minimal supervision.
- Willingness to travel and work in any state in Nigeria.
- Experience working with ministries, departments and agencies of government, NGOs, partners, and other relevant stakeholders.
- Familiarity with Nigeria health care system and HIV programming.
Duration and Location of consultancy
The Lead consultant shall work within a time-based period of 30 days
Co-Lead Consultant
Scope of work
The Co-lead Consultant will be contracted to work with the lead consultant to:
- Develop a template for facilitating the development of State HIV and AIDS Strategic Plans 2023-2027: narrative and costing templates;
- Orient state consultants on the utilization of State HIV and AIDS Strategic Plan narrative and costing templates;
- Give technical guidance, and review the SSPs drafts shared by the state consultants all through the process of the SSP revision till clean copies of the SSPs are delivered;
- Approve each State HIV and AIDS Strategic Plan for validation and finalization by stakeholders at the state level;
- Share validated and finalized 36 + 1 State HIV and AIDS Strategic Plans with NACA;
- Submit a process report with state consultants on the development of the State HIV and AIDS Strategic Plan
- Any other duty as assigned by the lead consultant
Qualifications and Specification
- Minimum of master’s degree in epidemiology, statistics, public health, health planning, health economics, social sciences, or other related field.
- A minimum of 8 years’ experience in planning, management, implementation or evaluation of HIV programs at State, national and international levels.
- Previous experience in supporting the development of strategic documents, analysing and interpreting data is essential.
- Demonstrate good understanding of the HIV/AIDS situation in Nigeria.
- Organizational skills and the ability to quickly respond to planned and unplanned support requests;

The Co-lead consultant shall work within a time-based period of 20 days
2 Costing Consultants
Scope of work
The costing consultants will be contracted to do the following:
- Provide a costing template for the costing of State HIV and AIDS Strategic Plans 2024-2027: narrative and costing templates;
- Orient state consultants on the utilization of State HIV and AIDS Strategic Plan costing template;
- Give technical guidance to state consultants for the costing of strategic plans of the 36+1 states , and review the draft SSPs costings shared by the state consultants all through the process of the SSP revision till clean costed copies of the SSPs are delivered;
- Approve the costing of each State HIV and AIDS Strategic Plan for validation and finalization by stakeholders at the state level;
- Submit a process report

- Costed State HIV and AIDS Strategic Plans 2024-2027 for the 36 states and FCT

Qualifications and Specification
- Master’s degree (or higher) in health economics, statistics, finance/accounting, public health, health management, social sciences or other related fields
- Minimum of 8 years of direct relevant experience in health-related costing, including data collection, technical management, and analysis in limited-resource environments;
- Experience using the One-Health Tool to conduct analytical exercises;
- Demonstrated advanced quantitative skills, including advanced Microsoft Excel skills;
- Organizational skills and the ability to quickly respond to planned and unplanned support requests;
- Good communication skills (oral and written), including the ability to conduct all job functions in English;
- Ability to work under pressure and with minimal supervision;
- Willingness to travel and work in any state in Nigeria
- Experience working with ministries, departments and agencies of government, NGOs, partners, and other relevant stakeholders.
- Familiarity with Nigeria health care system/HIV programming
Duration and Location of consultancy
The costing consultants shall work within a time-based period of 20 days.
Remuneration
The individual consultants will be paid based on the approved Global Funds budget
Termination of Appointment
The appointment of the consultant can be terminated at any point without notice if the firm is found to be incompetent or if they carry out other activities that are found deleterious to the progress of the project.

GUIDELINE FOR SUBMISSION AND OPENING OF CVS
The detailed CV must be in English Language and submitted in two (2) hard copies one original & one copy) of the requested CV. The two copies shall then be enclosed and sealed in one (1) single outer envelope, and clearly marked at the topmost right corner “NATIONAL CONSULTANCY FOR THE DEVELOPMENT OF STATE HIV/AIDS STRATEGIC PLAN (SSP) 2024-2027” and the Name, Address, Email and Phone Number of the Consultant boldly written at the back of the envelope, with acknowledgement to NACA office at the address below.
- Deadline for Submission: The deadline for the submission of proposal should not be later than Thursday, 13th June, 2024 by 12 noon. The submission(s) received will be opened immediately after closing at NACA Conference Room in the presence of consultants that choose to attend.
