- Background and Context
The Nigerian Business Coalition Against AIDS (NiBUCAA) and HIV Trust Fund of Nigeria was established as a private sector platform to mobilise resources, coordinate workplace and community-based HIV prevention, care, and support interventions in Nigeria. The platforms was designed to complement the efforts of the National Agency for the Control of AIDS (NACA) by mobilizing corporate leadership, resources, and advocacy support for the national HIV response.
Over time, NiBUCAA and HTFN’soperational effectiveness, private sector engagement, and institutional visibility have declined. With Nigeria’s increasing focus on domestic resource mobilization and sustainability of the HIV response, there is a critical need to assess NiBUCAA and HTFN’s governance and operational model, financial sustainability, and strategic positioning in order to reposition and strengthen them.
The purpose of this consultancy is to conduct a comprehensive assessment and institutional appraisal of NiBUCAA and HTFN to develop actionable recommendations and a restructuring roadmap to reposition the coalition and the Trust fund for improved effectiveness, sustainability, and strategic relevance.
- Objectives
The consultant will:
- Review NiBUCAA and the HTFN’s governance structure and institutional arrangements.
- Evaluate operational efficiency and programmatic performance since inception.
- Assess financial sustainability and private sector engagement mechanisms.
- Review policy alignment with national HIV and health financing strategies.
- Develop actionable recommendations and a restructuring roadmap.
- Scope of Work
The consultant is expected to carry out the following functions:
- Assess Board composition, roles, and functionality.
- Review accountability and oversight mechanisms.
- Review the constitution and institutional mandate.
- Review organizational structure and staffing.
- Analyze programmatic activities
- Evaluate membership engagement, retention, and expansion mechanisms.
- Review communication and institutional visibility strategies.Assess alignment with national HIV/AIDS policies and sustainability frameworks.
3. Deliverables
- Inception meeting report outlining methodology and work plan.
- Draft Assessment report detailing findings across governance, operations, finance, policy alignment, and sustainability.
- Validated l report incorporating stakeholder feedback.
- Roadmap with clear, actionable recommendations.
- Dissemination meeting with stakeholders through the HTFN TWG platform in the second week of June 2026, assessment report outcome and recommendations will be shared for management decision

The consultancy will be conducted between April to June 2026, in line with the proposed timeline:

The duration of the consultancy is 21 working days.
- Qualifications and Experience
The requisite qualifications of the consultant shall include the following:
- Degree in Public Health, Health Economics, Business Administration, Governance, Development Studies, or related fields-30 Marks
- At least 8–10 years’ experience in institutional assessments, governance reviews, or organizational restructuring (Supporting document with award letters, appointment letter)- 60 Marks
- Strong understanding of Nigeria’s HIV response architecture and domestic resource mobilization landscape.
- Demonstrated experience working with private sector coalitions or multi-stakeholder platforms.
- Excellent analytical, facilitation, and report writing skills.
- Detailed work plan and Methodology- 10 Marks

- Reporting and Oversight
The consultant will report to the Director, Performance Management & Resource Mobilization at NACA or her designated representative. Regular updates by taking input into consideration and report of the activity will be required throughout the consultancy period.

The consultant will be paid a lump sum fee upon satisfactory completion of deliverables

The financial proposal shall specify a total lump sum amount in Naira.
GUIDELINE FOR SUBMISSION AND OPENING OF DOCUMENTS
The detailed Proposal must be in English Language and submitted in two (2) hard copies each (one original & two copies) of the requested documents and proposal. The documents shall then be enclosed and sealed in one (1) single outer envelope, and clearly marked at the topmost right corner “Engagement of Consultant for the Assessment and Appraisal of the Nigerian Business Coalition Against AIDS (NiBUCAA) and the HIV Trust Fund Nigeria (HTFN)” and the Name, Address, Email and Phone Number of the Consultant boldly written at the back of the envelope, with acknowledgement to NACA office at the address below.
Deadline for Submission: The deadline for the submission of proposal should not be later than Tuesday 12 noon of 4th May,2026. The submission(s) received will be opened immediately after closing at NACA Conference Room in the presence of consultants that choose to attend.
