For Director General

Engagement of Consultant For Development of the National HIV Resource Mobilization Training Manual.

1.    Background

The National Agency for the Control of AIDS (NACA) is mandated to coordinate and oversee Nigeria’s multi-sectoral response to HIV/AIDS. Over the years, Nigeria’s HIV response has been significantly supported by external development partners. However, the changing global financing landscape, declining donor funding, and increasing domestic demands underscore the urgent need for a sustainable financing framework.

To ensure continuity, efficiency, and long-term impact of HIV prevention, treatment, care, and support services, NACA seeks to develop a comprehensive National Resource Mobilisation and Sustainability Strategy (2026–2030). The Strategy will guide efforts to diversify funding sources, strengthen domestic financing, enhance private sector engagement, and ensure financial sustainability of the national HIV response.

Nigeria has made significant progress in its HIV response through strong government leadership, multisectoral collaboration, and sustained support from development partners. However, declining external funding and growing domestic health priorities have heightened the urgency for sustainable financing mechanisms. Strengthening the capacity of national and subnational actors to mobilize, manage, and track resources is essential to sustaining gains toward epidemic control.

The existing National HIV Resource Mobilization Training Manual, developed in 2014, provided foundational guidance for stakeholders involved in domestic financing and partnership development. Since its development, Nigeria’s HIV financing landscape has evolved considerably. Key reforms such as increased integration of HIV services into health insurance schemes, expanded private sector engagement, and emerging innovative financing approaches require updated technical guidance and practical tools.

To respond to these changes and align with current policy frameworks, there is a need to develop an updated, comprehensive, and competency-based National HIV Resource Mobilization Training Manual to guide capacity building for government agencies, civil society organizations, and implementing partners.
