Request for proposal for the engagement of event manager for 2025 World AIDS Day activities

 The National Agency for the Control of AIDS (NACA) as part of its statutory responsibility for HIV/AIDS treatment, care and support and strengthening health systems in Nigeria in collaboration with partners have facilitated various interventions aimed at empowering People Living With HIV/AIDS (PLWHA) and other vulnerable persons especially young persons, women and men. These interventions are pointers to the need to strengthen interventions to close gaps in order to fast track the attainment of the 95-95-95 targets in Nigeria. 

The Agency commemorate World AIDS Day (WAD) annually on the 1st of December and is a significant opportunity to unite in the fight against HIV, show support for people living with HIV, and remember those who have lost their lives to AIDS- related illnesses. Since its inception in 1988, World AIDS Day has provided a global platform to raise awareness, advocate for policy changes and promote HIV prevention treatment and Care.

The 2025 commemoration will highlight the importance of resilience in the face of ongoing challenges and the need to focus on impactful strategies to end the AIDS epidemic. The campaign this year will among others focus on sustainability in view of the paradigm shift in the funding landscape. On the above, the Agency wishes to engage services of Event Planner firm for 2025 World AIDS Day Activities. 

 Objectives

To ensure the successful implementation of WAD 2025 activities:

 Scope of Work

The event management firm is expected to carry out the following functions:

  1. Advisory service to the WAD planning committee for the event planning and management
  2. Coordinate and facilitate the implementation of the decisions of the committee
  • Provide up-dates to the committee chair on the event preparation activities
  1. Coordinate and manage the set-up of the event venue and program of events by liaising with protocol and venue managers (this includes hall decoration, seating arrangement, hostesses etc.)
  2. Arrange refreshments or lounge for guests as may be required
  3. Design and print banners, invitation cards and advertisement briefs for the event
  • Keep record of attendance of participants, resource persons and guests
  • Provide a detailed post event report including pictures and audio, visual and materials to the planning committee
  1. Provide any other services required for the success of the event

Your firm need to meet the following requirements to be eligible to quote:

  1. Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including Form CAC1 or CAC2 and CAC7;
  1. Evidence of Company’s Income Tax Clearance for the last three (3) years 2022,2023,2024 valid till 31st December, 2025
  1. Evidence of Pension Clearance Certificate valid till 31st December, 2025 (this requirement is only applicable to bidders whose number of staff is 15 and above);
  1. Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2025 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder’s annual turnover is N50m and above);
  1. Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2025;
  1. Evidence of Similar Jobs in the Last Three (3) Years;

Selection method of consulting firm for this assignment will be Least Cost Selection.

SUBMISSION OF TENDER DOCUMENTS

You are to submit completed Tender, Hard Copy – One (1) original & one (1) copy in sealed envelopes labeled “Technical Bid’’ & “Financial Bid’’ with the Project Title “Procurement of Rapid Test Kits (RTKs),  – Lot No” The reverse side of sealed envelope should have the name and address of your company and drop in the designated Tender Box at the Office of the Head Procurement, Ground Floor, No 3 Ziquinchor Street, Wuse Zone 4, Beside AEDC Office Abuja not later than 12:00Noon, Thursday 25th September, 2025.

 

 OPENING OF BIDS

The Public Opening of the technical bids will commence immediately after the deadline for the bids submission by 12:00Noon, Thursday 25th September, 2025 at the Office of the Head Procurement, Ground Floor, No 3 Ziquinchor Street, Wuse Zone 4, Beside AEDC Office Abuja, in the presence of bidders or their representatives and CSOs/NGOs.

 

PLEASE NOTE:

  1. Please, ensure you sign the bidders Submission Register in the Office of the Head Procurement,
  2. Bids submitted after the deadline for submission would be

    returned unopened.

  • Bids submitted in a wrong place will not be accepted.
  1. NACA reserves the right to take decisions on any of the documents received.
  2. NACA reserves the right to suspend or cancel the bidding process at any stage if and when the need arises without incurring any liabilities to the bidders or proffering any reasons for such suspension or cancellation.
  3. Submissions through email or fax will not be accepted.
  • The Agency shall not be responsible for any costs or expenses incurred by any Contractor in connection with the preparation of their documents.
  • The Agency is not bound to award the above-mentioned contract.

5.0     The minimum validity period of your quotation is 90 days. Payment conditions is 100% after satisfactory delivery of the items. The Vendor is entitled to 30% mobilization fee upon request and presentation of Advance Performance Guarantee from a reputable Commercial Bank acceptable to NACA.

6.0     Clarifications can be asked on or before 5:00pm, Wednesday 20th August, 2025. at the Head Procurement Office, Ground Floor, No 3 Ziquinchor Street, Wuse Zone 4, Beside AEDC Office Abuja.
