INVITATION TO TENDER PROVISION OF WELFARE ITEMS
7th October 2025
National Agency for the Control of AIDS (NACA) is a Federal Government of Nigeria Agency established in February 2007 to coordinate the activities of HIV/AIDS in the country. The Agency has allocated funds from its 2025 Appropriation for the Provision of Welfare items for its staff.
2.0 Scopes: Supply of Rice & Vegetable Oil as detailed below:

3.0 GENERAL ELIGIBILITY CRITERIA
The general public may wish to be guided that all procurement activities of the Agency shall be fully governed by the Public Procurement Act (PPA) 2007 and the following mandatory requirements/eligibility criteria are expected to be met by all prospective vendor:
- Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC) including form CAC2 and CAC7 (or CAC 1.1);
- Evidence of company Income’s Tax Clearance Certificate for the last three (3) Years 2022, 2023 & 2024 valid till 31st December, 2025;
- Evidence of current Pension Compliance Certificate valid till 31st December 2025;
- Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December 2025;
- Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December 2025;
- Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers (NDCCSPs) by submission of Interim Registration Report (IRR) or Certificate issued by BPP valid till 31st December 2025;
- Company’s Audited Accounts for the last three (3) years (2022, 2023, 2024);
- Evidence of financial capability to execute the project including Reference Letter from a reputable commercial bank indicating willingness to provide credit facility for the execution of the project if awarded within the period of the advertisement;
- Sworn Affidavit disclosing whether or not
- any officer of NACA or Bureau of Public Procurement (BPP) is a former or present Director, Shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bids are true and correct in all particulars and;
- that the company is not in receivership of any form of insolvency/bankruptcy nor in debarment and that the company nor any of the Director(s) of the company has been convicted of any financial crime;
- Verifiable documentary evidence of at least three (3) jobs of similar nature executed in the last five (5) years including Letters of Award of contracts and Job Completion Certificates.
- Firms submitting as Joint Ventures (JVs) should include Memorandum of Understanding (MoU) indicating the responsibility and duties of the individual firms constituting the JV as well as Names and Skills of Key Staff under each Company in the JV such that an informed judgment on the Firm’s Capacity in terms of Permanent or Borrowed Personnel can be determined (All mandatory responsive requirements are compulsory for each JV partner);
- All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firms Letter Head Paper bearing amongst others, the Registration Number (CAC), Contact Address, Telephone Number (Preferable GSM No.), and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm.
4.0 SUBMISSION OF TENDER DOCUMENTS
You are to submit completed Tender, Hard Copy – One (1) original & one (1) copy in sealed envelopes labelled “Financial Bid’’ with the Project Title “Supply of Rice and Vegetable Oil” The reverse side of sealed envelope should have the name and address of your company and drop in the designated Tender Box at the Office of the Head Procurement, Ground Floor, No 3 Ziquinchor Street, Wuse Zone 4, Beside AEDC Office Abuja not later than 12:00Noon, Tuesday 21st October 2025.
5.0 OPENING OF BIDS
The Public Opening of the technical bids will commence immediately after the deadline for the bids submission by 12:00Noon, Tuesday 21st October 2025, at the NACA Conference Room, No 3 Ziquinchor Street, Wuse Zone 4, Beside AEDC Office Abuja, in the presence of bidders or their representatives and CSOs/NGOs.
6.0 PLEASE NOTE:
- Please, ensure you sign the bidders Submission Register in the Office of the Head Procurement,
- Bids submitted after the deadline for submission would be
returned unopened.
- Bids submitted in a wrong place will not be accepted.
- NACA reserves the right to take decisions on any of the documents received.
- NACA reserves the right to suspend or cancel the bidding process at any stage if and when the need arises without incurring any liabilities to the bidders or proffering any reasons for such suspension or cancellation.
- Submissions through email or fax will not be accepted.
- The Agency shall not be responsible for any costs or expenses incurred by any Contractor in connection with the preparation of their documents.
- The Agency is not bound to award the above-mentioned contract.
7.0 The minimum validity period of your quotation is 90 days. Payment condition is 100% after satisfactory delivery of the goods. The Vendor is entitled to 30% mobilization fee upon request and presentation of Advance Performance Guarantee from a reputable Commercial Bank acceptable to NACA.
8.0 Clarifications can be asked on or before 5:00pm, Monday 20th October, 2025 at the Head Procurement Office, Ground Floor, No 3 Ziquinchor Street, Wuse Zone 4, Beside AEDC Office Abuja.
