1.0 Introduction

Mother-to-child transmission of HIV remains one of the leading causes of pediatric HIV infection. Prevention of Mother-to-child Transmission (PMTCT) services-ranging from antenatal HIV testing and counseling, ART for HIV-positive mothers, safe delivery practices, and postnatal infant care-are proven to significantly reduce the risk of HIV transmission from mother to their children.

However, awareness and uptake of PMTCT services remain sub-optimal in many communities especially where stigma, misinformation and limited access to health information persists. Marketplaces are vibrant hubs of daily social and economic activity, making them strategic points for community-level health messaging.

1.1        Objective

To raise public awareness on PMTCT and encourage pregnant women and their families to utilize HIV prevention and treatment services through strategic billboard messaging in marketplaces.

2.0        GENERAL ELIGIBILITY REQUIREMENTS:

You/Your company need to meet the following requirements to be eligible to quote:

  1. Evidence of a certificate of incorporation with Corporate Affairs Commission

(CAC) including Form CAC2 and CAC7

  1. Evidence of current Firm’s Tax Clearance Certificate for the last three (3) Years (2022, 2023, 2024)
  2. Evidence of Certificate of Compliance with National Pension Commission (PENCOM) valid till 31st December, 2025;  
  3. Evidence of Certificate of Compliance by Industrial Training Fund in line with the provisions of   ITF Act, 2011 valid till 31st December, 2025;  
  4. Evidence of Certificate of Compliance with the employees Compensation Act which requires that all Employers of labor must remit 1% of the total annual emolument of their workers to the Nigerian Social Insurance Trust Fund (NSITF). valid till 31st December, 2025;  
  5. Evidence of Registration with the Bureau of Public Procurement (BPP) on classification and categorization of Federal contractors. valid till 31st December, 2025;  
  6. Company’s Profile
  7. Details and proof of 1 similar and verifiable projects) successfully executed by the company in the past 5 years which includes award letters, photographs and copies of transaction documents including project completion certificates.
  8. For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificate, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner) 

 

Submission Requirements

The Duly signed quotations (in two separate sealed envelopes, one marked “original” and one marked “copy”, the two envelopes shall then be enclosed in one single outer envelope) should be delivered on or before the due date and time by hand in sealed envelope indicating on the envelope “Placement of PMTCT Billboard in Six Geopolitical Zones Including FCT” to

National Agency for the Control of Aids (NACA)

Beside AEDC Office, Abuja.

a.      Note that it is not permissible to transfer this invitation to any other company.

b.     Only quotation received through the physical address provided above will be considered. Upon submission of proposal, suppliers are expected to fill bid register at the location address.

c.      The submission deadline is by 12 Noon on Friday, 17th October, 2025. Bids shall be opened immediately at the Procurement General office, National Agency for the Control of Aids (NACA) No 3 Ziquinchor Street, Wuse Zone 4, Beside AEDC Office, and Abuja.

d.     Quotations shall remain valid for at least 90days.

e.      A company is not permitted to quote for more than two (2) Lots.

f.        The recommended contractor will be required to deliver the goods as per contract award.

g.      All requests for clarifications should be directed to the Head of Procurement via email at [email protected] on or before Wednesday 15th October, 2025.
