Letter of Invitation

  1. Background 

The most recent data available from UNAIDS shows that HIV prevalence among adult women aged 15 to 49 years (1.6%) is considerably higher than that of men at 1.0%.18 Furthermore, in 2020, women accounted for 62% of new HIV infections among adults in Nigeria. The disparity in burden of HIV between sexes is even more pronounced among young people, with prevalence in young women ages 15 to 24 years (0.6%) double that of men, and also young women account for 70% of new HIV infections in their age group. Data from UNAIDS shows marginal differences in AIDS-related deaths between men (15,000) and women (13,000), with slightly more men dying from AIDS-related causes in 2020, nevertheless, HIV/AIDS remains the 5th main cause of death among women and men in Nigeria. Across the testing and treatment cascade, women report better results; more women than men know their status (>98% Women vs 79% Men), are on treatment (>98% Women vs 73% Men), and virally suppressed (85% Women vs 61% Men). These figures indicate that men may be accessing or are being retained on treatment at a lower rate than women. Significant efforts have been made by the National HIV and AIDS response to bridge the gaps in gender equality and human rights priorities.

2. Objectives  

The overall goal of the gender and human rights evaluation is to assess policies and programs from a gender perspective and determine the extent to which HIV policies and programs addressed the needs and priorities of women and men. In summary, this evaluation will measure progress of the HIV response towards gender equality: 

Evaluate Gender Mainstreaming in HIV Programs

  • Objective 1: Evaluate the gender and human rights responsiveness of HIV intervention by measuring the level of access to and participation in HIV prevention, treatment and care for different genders. These gender groups include but are not limited to men, boys, girls, young women, key populations, etc.  
  • Objective 2: To assess the extent to which the gender and human rights intervention programme approach has effectively identified and addressed gender-based violence and human rights violations among PLHIVS.  
  • Objective 3: Evaluate the extent to which societal norms and attitudes that negatively affect HIV transmission have shifted for men, women, key populations, etc. 
  • Objective 4: Assess the extent to which men, women and key population PLHIVS participate in decision-making processes affecting their access to HIV prevention, treatment and care. 
  • Objective 5: Assess the contextual factors that contributed to the access of PLHIV by gender, contributed to the implementation of GBV programs for PLHIV, contributed to a shift in negative societal norms and contributed to PLHIV involvement in decisions affecting access to HIV services.  

Assess HIV Policies from a Gender Perspective 

  • Objective 6: Evaluate the extent to which key HIV strategies and policies integrate gender. Determine whether these HIV policies address the needs and priorities of women and men, and measure progress towards gender equality. 
  • Objective 7: Assess the contribution of gender platforms in HIV programs to gender responsiveness and mainstreaming of the HIV response in Nigeria. 
  • Objective 8: Identify key lessons learned and draw recommendations for improving the effectiveness of the HIV response in promoting equity and human rights.  

3. Number of Consultants:

Two Consultants needed 

  • Lead Consultant 
  • Co consultant 

4. Scope of Work 

Evaluation will be conducted in three (3) phases as stated below: 

 i. Inception phase: 

Conduct a desk review of all existing gender & human right documents with the hired consultants, call for a stakeholder’s inception meeting, develop study protocol, develop the study data collection tools, pre-testing of the tools, training of data collectors and sharing of all necessary information’s for the field work.  

 ii. Data collection phase: 

This includes field work for data collection and monitoring, the data collection will be carried out using the approved survey instruments, the data collection field work will be carried out by NACA staff in two batches, batch A for six states and batch B for the remaining six states. Electronic data collection application such as; kobo collect will be used for data collection. Enumerators will use tablets or smartphones to conduct the interviews and record responses. The use of electronic data collection will ensure that data quality is assured. The flow of questions will be automated with necessary skip patterns, many other qualities control measures will be made possible with electronic data collection, such as logical checks, pre-filling information, setting constraints on answer ranges, and invisibly recording audio for later review. With kobo collect, data review and cleaning can commence immediately as the data is available almost in real time. Thus, the enumerator is able to return to the respondent’s location if they need to make a correction. The data is also available right away in a digitized format to look for any other problems.  

 iii. Analysis and reporting Phase 

In this phase primary data analysis will be carried out using the evaluation framework (Coordination, Effectiveness, Relevance, and Sustainability etc.). Also, secondary data analysis will be carried out using desk reviews.  Preliminary findings will be presented in a national central stakeholder meeting workshop; comments and concerns will be incorporated. A dissemination workshop to present findings to the stakeholder’s team will hold at the national level. A final report will be developed to capture the evaluation overview, the final report will be articulated in a manner that is clear, concise, and relevant for programming, implementing partner’s policy advocacy and other stakeholders, and will be presented during the dissemination meeting. 

The study coverage will be in twelve (12) states in the country two (2) selected states per geo-political zone.  The evaluation will span from the inception of the program intervention in Nigeria, (2013-2024) 

5. Target Population 

The target population for this study are: 

   a. Gender and Human Right State (GHR) Response team. 

   b. Min. of Women Affairs 

   c. Min. of Justice 

   d. SACA 

   e. SASCP 

   f. Implementing partners. 

   g. Health Workers in the following SDP (OSS, CBO and Health facilities) 

   h. NEPWHAN 

   i. Beneficiaries of the GHR services. 

6. Expected Deliverables 

Consultant is to lead the process to deliver on the under stated tasks. 

  • Protocol and Tools for Gender and Human Rights Evaluation 
  • Data sets and Analysed Outputs. 
  • A comprehensive report of the findings of the evaluation of the gender and human rights program in Nigeria. 
  • Presentation on the evaluation.  

 i. Inception Phase 

  • Carry out a desk review and produce report  
  • Lead the development of protocol and develop data collection tools and finalize protocol for the study. 
  • Train the data collectors for the field data capturing  

 ii. Data Collection/Analysis Phase 

  • Facilitate and participate in the process of data collection and field visits to the twelve (12) selected states for the study. 
  • Collate data, analyze and produce a draft report. 
  • Conduct data cleaning and analyses  
  • Lead the report writing process. 

 iii. Report Writing Phase 

  • Lead the conduct of data analysis, validation of findings and report writing. 
  • Include input and corrections from stakeholders in the report. 
  • Produce power point and present during the dissemination meeting. 
  • Produce the final report of the evaluation

7. DURATION OF CONTRACT AND SCHEDULE OF IMPLEMENTATION: 

DURATION: 30 days 

8. Required Qualifications 

Lead Consultant: 

  • Advanced degree or master’s in public health or health planning or health economics or social sciences or another related field. 
  • A minimum of 10 years of experience in planning, programming and management of HIV transmission 
  • Understanding of the HIV/AIDS situation in Nigeria and relevant state. 
  • Previous experience in the conduct of evaluation studies, especially as it relates to HIV/AIDS. 
  • Excellent Analytical skills. 
  • Excellent Communication and Presentation Skills  
  • Provision of Detailed Methodology  

Co-consultant: 

  • Advanced degree or masters in gender studies or another related field. 
  • A minimum of 10 years of experience in gender and human right programming.  
  • Understanding of the HIV/AIDS program status in Nigeria and in the states. 
  • Previous experience in the conduct of gender program evaluation or implementation review, especially as it related to HIV/AIDS. 
  • Excellent Analytical skills. 
  • Excellent Communication and presentation Skills. 
  • Provision of Detailed Methodology 

9. Reporting and Supervision 

The Consultant will report to the director Research Monitoring & Evaluation (RM&E) department through the head survey and surveillance division. 

10. Payment Method 

100% Payment after completion of the assignment and job completion issuance by the technical team in NACA 

11. Selection Method  

Fixed Budget Selection Method  

A candidate will be selected on the basis of Fixed Budget of individual qualifications. Please note that only Financial Proposals within the budget (N 70,000.00 per day) will be considered at the technical evaluation.

13. Documents for submission: 

While submitting the Technical Proposal, the Applicant shall ensure to attach the following: 

  • Profile of the consultant 
  • Copies of all certificates for all qualifications indicated in the CV. 
  • Relevant Evaluation Experience and with links to previous evaluation report . 
  • Recent CV 
  • Signed Cover Letter 
  • Detailed Methodology and Workplan 

The financial proposal shall specify a total lump sum amount. 

14.  GUIDELINE FOR SUBMISSION AND OPENING OF DOCUMENTS 

The detailed Proposal must be in English Language and submitted in three (3) hard copies each (one original & two copies) of the requested documents and proposal. The documents shall then be enclosed and sealed in one (1) single outer envelope and clearly marked at the topmost right corner Engagement of Individual Lead Consultant – To Conduct the Gender and Human Right (GHR) Program Evaluation Or

NOTES/DISCLAIMER 

 

i. Late submissions will not be accepted.

ii. NACA shall verify any or all documents and claims made by applicants and will disqualify   consultants with falsified documents and claims.
