A. INTRODUCTION

Information and communication materials are a cornerstone of any effective HIV prevention strategy, particularly when it comes to promoting condom use. In Nigeria, where HIV remains a significant public health challenge, the role of these materials is critical in ensuring that key messages reach diverse populations in ways that are relevant, engaging, and culturally appropriate. It also serves as a vehicle for disseminating vital information about HIV transmission, prevention, and condom use. Given the complex nature of HIV transmission, clear, accurate, and accessible information is crucial in debunking myths, correcting misconceptions, and providing individuals with the knowledge they need to make informed decisions about their sexual health. In the digital age, digital Information and communication materials have become an increasingly important tool in reaching broader and often younger populations.

There is need for a comprehensive analysis of existing community engagement efforts, IEC materials, research, program reports, and evaluations related to condom (male & female) and lubricant use for HIV prevention with the view to expose valuable perceptions about the successes and challenges

To achieve the foregoing, NACA is seeking to engage a consultant to conduct a desk review and collation of existing information and communication materials for community and digital condom promotion activities.

B. Pre-qualification requirement

To qualify for consideration, interested consultants are required to submit CVs including the underlisted documents below:

TERMS OF REFERENCE (TOR)

Consultancy services to conduct a desk review and collation of existing information and communication materials for community and digital condom promotion activities

Given the complex nature of HIV transmission, clear, accurate, and accessible information is crucial in debunking myths, correcting misconceptions, and providing individuals with the knowledge they need to make informed decisions about their sexual health. OBJECTIVE OF THE CONSULTANCY

  1. To assess the current landscape of community level and digital condom (male & female) and lubricants promotion activities/ interventions
  2. To Identify successes and gaps as well as opportunities in existing condom (male & female) and lubricants IEC materials and programs
  3. To gather evidence for an effective condom (male & female) and lubricants program through a well-designed community engagement strategy and digital platforms.

 

SCOPE OF WORK

The consultants will work closely with the Community Prevention division in NACA to accomplish the following tasks:

  1. Conduct a desk review and comprehensive analysis of existing IEC materials, research, program reports and evaluations related to condom (male & female ) and lubricants use in HIV prevention.
  2. Provide valuable insights about community engagement and past successes and challenges in condom (male & female) and lubricants, providing a clearer understanding of what has worked and what has not.
  3. Conduct an exhaustive review of existing literature, reports, and campaign materials (print and digital) related to condom (male & female) and lubricants promotion.
  4. Organize all relevant condom (male & female) and lubricants documents into a centralized database or repository accessible by stakeholders.
  5. Identify areas where current condom (male & female) and lubricants IEC materials are insufficient or outdated.
  6. Based on findings from the desk review, propose new strategies or enhancements for future condom (male & female) and lubricants use, campaigns.
  7. Develop a draft report and present preliminary findings to stakeholders for validation and Incorporate stakeholder feedback and provide strategic recommendations.
  8. Produce a report of the consultancy service.

 

QUALIFICATIONS AND EXPERIENCE OF THE CONSULTANT

This assignment requires the services of a consultant who can demonstrate analytical capacity skills, especially qualitative analysis. The following qualifications and experiences are required:

  1. At least a master’s degree in public health or social sciences, especially mass communication, health education and promotion, sociology, public policy and gender studies
  2. Minimum of 5 years’ experience in condom (male & female) and lubricants programming and research with job completion letter and award letter as evidence for at least one (1) similar assignment in the last two years.

 

DELIVERABLES

  • A comprehensive analysis report of existing research, reports, and evaluations related to condom use, HIV prevention strategies, and community engagement.

 

DURATION OF CONSULTANCY

  • The consultants shall work for 20 days to deliver the entire process.

 

REMUNERATION

He/she will be paid competitive fees for the duration of the consultancy at a rate based on the current rate for consultants depending on qualification and experience.

A candidate will be selected based on Fixed Budget (Not exceeding ₦100,000.00 per day) and individual qualifications (Curriculum Vitae and Experience)

 

Instructions to Suppliers

Submission of Quotations

Sealing and marking of Quotations

          The suppliers shall submit the original and one copy of their quotation in two separate sealed envelopes, one marked “original” and one marked “copy”. The two envelopes shall then be enclosed in one single outer envelope. Both the inner and outer envelopes shall be addressed as follows:

(a)    to the Purchaser as indicated in the Request for Quotations; and

(b)    bearing the Project name (if applicable), the title and number of the Quotation as indicated in the Request for Quotations.

 

Deadline for the Submission of Quotations

Quotations must be received by the Purchaser at the address specified in below at the latest time and date specified in the Request for Quotations.

Any quotation received by the Purchaser after the deadline for the submission specified below shall be returned unopened to the supplier.

Evaluation and Comparison of Quotations

The Purchaser shall evaluate and compare the Quotations as follows:

 

·       Examine if the quotation conforms to technical specifications and the required delivery time.

·       Verify any arithmetical errors. For example, if the quotation in figures is different from the quotation in words, the amount in words shall prevail. If there is a discrepancy between the unit price and the total price that is obtained by multiplying the unit price and quantity, the unit price shall prevail, and the total price shall be corrected.

·       Tabulate the Quotations thus arrived at.

Award of Contract

Award of Contract

The Purchaser shall award the contract to the supplier whose quotation has been determined to be substantially responsive to the requirements of the Request for Quotations and the lowest evaluated price, i.e., based on the quality of the items quoted for in accordance with the specifications.

 

Notification of Award

 

Notification of the award shall constitute the formation of the contract. This Notification shall be sent by registered mail, inviting the supplier to deliver the goods in accordance with the conditions of the Request for Quotations.

 

Signing of the Contract

Within Ten (10) days following the notification of the award, the Purchaser shall sign and date the Form of Contract and send it back to the Supplier

 

Fraud and Corruption

Whistle blowing and channel of reporting grievances and infractions.

 

The personnel of the Purchaser and the Suppliers shall adhere to the highest ethical standards, both during the selection process and throughout the execution of the contract. In pursuance of this principle, they shall abstain at all times from corruption or fraudulent practices. Corruption and fraudulent practices are defined as follows:

 

(i)     “corrupt practice” means the offering, giving, receiving, or soliciting, directly or indirectly, of anything of value to influence the action of an official in the selection process or in contract execution;

(ii)    “fraudulent practice” means a misrepresentation or omission of facts in order to influence a selection process or the execution of a contract;

(iii)          “Collusive practices” means a scheme or arrangement between two or more suppliers with or without the knowledge of the Purchaser, designed to establish prices at artificial, noncompetitive levels;

(iv)          “Coercive practice” means harming or threatening to harm, directly or indirectly, persons or their property to influence the procurement proceedings, or affect the execution of a Contract.

(v)           The Purchaser shall reject a proposal for award if it determines that the Supplier recommended for award has, directly or through an agent, engaged in corrupt, fraudulent, collusive or coercive practices in competing for the contract in question.

The detailed CV must be in English Language and submitted in two (2) hard copies one original & one copy) of the requested CV.   1. Deadline for Submission: The deadline for the submission of proposal should not be later than Monday, 28th April, 2025 by 12 noon. The submission(s) received will be opened immediately after closing at NACA Conference Room in the presence of consultants that choose to attend.
