Engagement of a Consultant to Review the NACA Global Fund Procurement Manual

BACKGROUND

The National Agency for the Control of AIDS (NACA) coordinates the National HIV/AIDS response, providing guidance to all implementing entities, coordinating and reporting on the attainment of national objectives of the response while ensuring that resources are used in the most efficient manner. NACA’s mandate is to ensure efficient and effective coordination of the national response leading ultimately to the attainment of universal access to HIV prevention, treatment, care and support services for all Nigerians.

NACA is the Principal Recipient for the C19 RM and HIV grants from the Global Fund (GF). This funding is largely focused on the procurement of goods, works and services to support the implementation of GF grant activities. In line with the procurement manual and best practices to improve efficiencies in the conduct of grant procurement processes, the Agency intends to carry out a review and updating of the existing procurement manual.

SCOPE OF WORK, CONTEXT AND JUSTIFICATION

In order to ensure that the reviewed and updated procurement manual meets internationally accepted public procurement standards, the Agency intends to engage an experienced national Public Procurement consultant to support the review and updating of the manual.

Given the level of effort that will be required to produce a quality reviewed and updated procurement manual vis-à-vis the timeline for delivery, the Agency has opted to engage a consultant to support the process as the procurement staff will not be able to undertake this activity as timely as required due to the heavy workload from both the GF grants and Government of Nigeria (GoN) procurements.

The scope of services for the review are outlines below:

a. The consultant to conduct a comprehensive review of the current procurement manual with a view to identify areas for improvement;

b. The consultant to articulate the gaps in the current version of the procurement manual already noted by the PR.

c. The Consultant to suggest improvements/amendments in line with the Nigerian and international public procurement laws and guidelines as well as the GF procurement guidelines. The comprehensive review will cover the procurement of goods, works, services (consultancy and non-consultancy services). Also, the SOPs

d. The Consultant in close collaboration with the Agency Procurement Unit will review and suggest updates to the existing timeline of procurement procedures.

e. The Consultant in close collaboration with the Agency Procurement Unit will develop all relevant Standard Operating Procedures (SOP) and templates to guide and support the rapid and efficient implementation of procurement activities.

f. The Consultant will support the review and amendment of the draft updated procurement manual to address comments of the Fiscal Agent and GF Country Team to produce the finalized and approved procurement manual.

g. The Consultant will carry out risk assessment and suggest control measures to mitigate identified risk areas.

h. The consultant shall review all assurance reports received by NACA in the last 3 years, and identify areas of concern that need to be addressed.

i. Once the manual is updated and tools developed, the consultant shall conduct a training for all users to ensure all users have full understanding of the manual requirements to facilitate full compliance.

OBJECTIVES OF THE CONSULTANCY

The main objective of the assignment is to provide technical assistance and procurement support for the review of the GF Procurement manual. Secondly, the consultant will support the project to develop necessary SOPs template for the rapid and efficient implementation of procurement activities and facilitate training for staff.

EXPECTED DELIVERABLES

  • Finalized reviewed and updated procurement manual
  • Clearly defined Vendors Requirements in the Manual
  • Finalized review and updated procurement SOPs and templates for ease of implementation of the grant
  • Development of SOPs, templates and Guidelines
  • Capacity Building of the Procurement team on the developed Manual

QUALIFICATIONS AND EXPERIENCE OF CONSULTANT

The requisite qualifications shall include:

  1. First degree in, Business Administration, Health Procurement Management Administration, Procurement/Supply Chain Management or any relevant course
  2. Higher Degree Degree in any of the above fields will be required.
  3. BPP Certification as a procurement professional
  4. Certification by an International Procurement and Supply Chain Professional body such as CIPS, CIPP,IPSCMI
  5. A Minimum of 15 years hands-on experience in Public Procurement,international support funded projects with excellent knowledge of major international donor Agencies procurement procedures. This must include at least five years of experience as a consultant to donor funded projects in Nigeria
  6. Good communication and interpersonal skills.

DURATION: It is anticipated that the consultancy service will be for a period of 20 working Days

Reporting and Supervision

The Consultant will work closely with the procurement team and report to the Head of Procurement.

Payment

100% after completion of the task in line with the deliverables with job completion certification issuance by the Head of Procurement

While submitting the Technical Proposal, the Applicant shall, in particular, ensure to attach thefollowing:

  • Profile of the consultant
  • Copies of all certificates for all qualifications indicated in the CV.
  • Relevant Experience and relevant supporting document.
  • Recent CV
  • Cover Letter

The financial proposal shall specify a total lump sum amount.

GUIDELINE FOR SUBMISSION AND OPENING OF DOCUMENTS

The detailed Proposal must be in English Language and submitted in three (3) hard copies each (one original & two copies) of the requested documents and proposal. The documents shall then be enclosed and sealed in one (1) single outer envelope, and clearly marked at the topmost right corner “Engagement of Consultant to Review NACA-GF Procurement Manual” and the Name, Address, Email and Phone Number of the Consultant boldly written at the back of the envelope, with acknowledgement to NACA office at the address below.

a. Deadline for Submission: The deadline for the submission of proposal should not be later than Tuesday 12 noon of 23rd April, 2025. The submission(s) received will be opened immediately after closing at NACA Conference Room in the presence of consultants that choose to attend.

NOTES/DISCLAIMER

  1. Late submissions will not be accepted.
  2. NACA shall verify any or all documents and claims made by applicants and will disqualify consultants with falsified documents and claims.
  3. If it is determined that submitted documents and claims have been falsified, the consultant may face prosecution in a court of Law.
  4. NACA shall not be held responsible for any disqualified proposal as a result of any omission or deletion relating to the submission guidelines.
  5. This advertisement shall not be construe a contract to any Consultant, nor shall it entitle any Consultant submitting documents to claim any indemnity from NACA.
  6. NACA is not bound to shortlist any Consultant, and reserves the right to annul the bidding process at any time without incurring any liabilities or providing reason.
