Engagement of a Consultant for NiFCOB-AIDS Mapping of FBOs Health Infrastructure in Nigeria

Background

The NiFCOB-AIDS and its Faith-based organizations (FBOs) are critical in delivering healthcare services in Nigeria, particularly in underserved and rural communities. As part of efforts to strengthen FBOs’ healthcare infrastructure and improve the quality of service delivery, a comprehensive mapping exercise is planned to be conducted in the 36+1 states to identify and document the services, scope, capacity, and needs of FBO health facilities in Nigeria. This mapping exercise enables better planning, resource allocation, and partnership development for HIV and other public health emergencies.

The activity seeks to engage a Process Consultant to support and facilitate the development, revision, data collection, analysis, and harmonization of the key components of this exercise. The consultant will ensure that the mapping tool is user-friendly, robust, inclusive, and yields actionable insights.

Rationale

A key output from NACA/WAHO engagement in adopting the NiFCOB-AIDS as a West African Regional Strategy was for NACA to demonstrate mapped faith-based organization and health infrastructure in Nigeria. The need to strengthen and organize the faith-based infrastructure to better respond to HIV and emerging development issues in Nigeria becomes imperative. The administrative structure of the faith-based organization has been in existence for over 10 years delivering social and public health services in communities, including hard-to-reach areas. At the moment, the country does not receive data from most FBO health facilities and there is a need to organize them for sustainability. Therefore, this effort is to organize, support, strengthen, pool, and manage the faith-based infrastructure in Nigeria and to leverage their goodwill and assets for the sustainability of the national HIV/AIDS response especially at the community level.

Objectives

To map faith-based organizations and health infrastructure in 31 states and the 6 others partially mapped in 2023 using GoN funds in Nigeria.

  • To identify FBOs data/report mechanism and how they are reported to NACA
  • To identify the tools used for documentation of services
  • To identify and ascertain the capacity of staff working in each of the organizations

Scope of work

The consultant will perform the following tasks:

  1. Development of the mapping tool
    • Design a comprehensive user-friendly online tool for the FBO health infrastructure mapping exercise.
    • Develop data collection tools, including checklists, and guides, tailored to capture relevant information on FBO’s health infrastructure and organizations, locations, services, human resources, etc.
    • Ensure tools are culturally appropriate, gender-sensitive, and aligned with national health priorities for HIV multisectoral response.
  2. Stakeholder engagement
    • Facilitate consultations with FBOs members, and NACA to develop the mapping tool.
    • Incorporate stakeholder feedback into the mapping tools.
  3. Capacity building
    • Train field technical officers and data collectors on the use and deployment of the mapping tools.
    • Guide ethical considerations during data collection.
  4. Pre-data collection support
    • Review and finalize mapping tools and data collection protocols with stakeholders.
    • Pilot-test tools and incorporate lessons learned for refinement and validation.
    • Ensure the security of the database against bugs and malware
  5. Post-data collection support
    • Facilitate data cleaning and validation processes.
    • Harmonise and analyze data to identify trends, gaps, and opportunities.
    • Maintain the backend and provide virtual support to the mapping technical officers throughout the mapping exercise
  6. Reporting
    • Develop a detailed report summarizing key findings, insights, and recommendations.
    • Prepare data visualizations (FBOs health infrastructure on map) for dissemination to stakeholders.

Deliverables

  1. Finalised mapping tools.
  2. Reports on capacity-building sessions.
  3. Data visualization materials (map) with charts, graphs, and infographics for stakeholder presentations.

Duration of assignment

The consultancy will be for 20 days each (pre and post-mapping exercise) totalling 40 days

Qualifications and experience

  • First Degree in Computer Science or related fields.
  • Minimum of 3-5 years’ experience in Information Technology cloud data management, survey and mapping analysis, data analysis, and AI cloud infrastructure.
  • Evidence of Track record in working with local NGOs, or development agencies in Nigeria.
  • Evidence of analytical and report-writing skills.
  • Proficiency in cloud software (e.g., Kobo Collect and Tool Box, Excel (XLS & CSV), Power BI, Quantum GIS, etc).
  • Demonstrated evidence of projects executed for reputable organizations in dashboard development and optimization using open data kit or Kobo tools.

Reporting and supervision

The consultant will report to the Director, Policy, Planning, and Stakeholders Coordination, and work closely with the mapping committee comprising representatives from NACA and FBOs

The financial proposal shall specify a total lump sum amount.

The detailed Proposal must be in English Language and submitted in three (3) hard copies each (one original & two copies) of the requested documents and proposal. The documents shall then be enclosed and sealed in one (1) single outer envelope, and clearly marked at the topmost right corner “Engagement of a Consultant- NiFCOB-AIDS Mapping of FBOs Health Infrastructure in Nigeria” and the Name, Address, Email and Phone Number of the Consultant boldly written at the back of the envelope, with acknowledgement to NACA office at the address below.

The personnel of the Purchaser and the Consultants shall adhere to the highest ethical standards, both during the selection process and throughout the execution of the contract. In pursuance of this principle, they shall abstain at all times from corruption or fraudulent practices. Corruption and fraudulent practices are defined as follows:

  • “corrupt practice” means the offering, giving, receiving, or soliciting, directly or indirectly, of anything of value to influence the action of an official in the selection process or in contract execution;
  • “fraudulent practice” means a misrepresentation or omission of facts in order to influence a selection process or the execution of a contract;
  • “collusive practices” means a scheme or arrangement between two or more consultants with or without the knowledge of the Purchaser, designed to establish prices at artificial, noncompetitive levels

  • “coercive practice” means harming or threatening to harm, directly or indirectly, persons or their property to influence the procurement proceedings, or affect the execution of a Contract.

  • The Purchaser shall reject a proposal for award if it determines that the Supplier recommended for award has, directly or through an agent, engaged in corrupt, fraudulent, collusive or coercive practices in competing for the contract in question.
