The National Agency for the Control of AIDS (NACA) invites proposals for consulting services for the following Engagement Of Consultants For Development Of The National Hiv/Aids Monitoring And Evaluation Plan 2026-2030
The primary objective of this assignment is to
- Undertake a review of the National HIV/AIDS Strategic Plan 2023-2027 and the NOP 1,2 for the development of the National HIV/AIDs M&E Plan
- Revise the indicator matrix, obtain baselines, and develop national targets for the identified indicators in the M&E, where they do not exist in the NOP
- Incorporate data management systems for the HIV response in line with the sustainability framework and new funding model
- Develop and disseminate a final approved national HIV/AIDs M&E Plan 2026-2030 that is linked to the National HIV/AIDS Strategic Plan (NSP) 2026-2030 and other national plans e.g. SDGs.

Background and Context
Nigeria has made remarkable progress in combating the HIV/AIDS epidemic over the past decades. The national HIV prevalence declined significantly from 3.0% in 2010 (ANC Sentinel Survey) to 1.3% in 2018 (NAIIS), a testament to the country’s sustained efforts and strategic alignment with the UNAIDS “Three Ones” principles of national HIV/AIDS coordination:
- One agreed HIV/AIDS Action Framework that guides the efforts of all stakeholders.
- One National AIDS Coordinating Authority with a broad-based, multi-sectoral mandate.
- One agreed country-level Monitoring and Evaluation (M&E) System.
The National Agency for the Control of AIDS (NACA) is mandated to provide multi-sectoral coordination of the national HIV/AIDS response in Nigeria. NACA has led the development and implementation of successive National Strategic Frameworks (NSFs) and National Strategic Plans (NSPs). The current framework spans 2023–2027, which serves as the backbone for harmonized partnerships, donor engagement, and strategic programming.
Nigeria’s Monitoring and Evaluation System
Monitoring and Evaluation is the third pillar of the “Three Ones” principles and plays a central role in tracking and assessing the HIV/AIDS response. Nigeria employs a dual approach, combining routine data collection with periodic surveys to monitor both the trajectory of the epidemic and the effectiveness of its interventions.
In response to the need for a multi-sectoral and integrated data management approach, Nigeria developed the National Response Information Management System (NNRIMS) in 2004. This system has evolved from a paper-based format into the current electronic platform, eNNRIMS, offering a robust, standardized, and unified M&E framework. eNNRIMS facilitates comprehensive tracking, monitoring, and evaluation of national HIV/AIDS programs, while also providing actionable feedback for improving policies, service delivery, and program design.
To further support coordination and technical oversight, the National M&E Technical Working Group (TWG) serves as a platform for discussing and addressing M&E issues across key thematic areas, including prevention, treatment, care and support, surveillance, research, and capacity building.
The first NNRIMS Operational Plan (NOP 1) was developed in 2007 to support the NSP 2005–2009, guiding data management activities such as collection, analysis, reporting, and evidence-based planning. This was followed by NOP 2, aligned with the NSP 2010–2015, and subsequently, NOP 3, which currently supports the implementation of the revised Costed NSF 2023–2027.
Justification for the development of the National HIV/AIDS M&E Plan (2026–2030)
The Nigeria HIV Monitoring and Evaluation (M&E) Plan, operationalized through the eNNRIMS Operational Plan (NOP), was originally developed to monitor the implementation of the National Strategic Framework (NSF) and track progress towards the targets outlined in the National Strategic Plan (NSP), while ensuring alignment with global standards and best practices in the HIV response.
However, the revision of the NSF to align with the Global AIDS Strategy (GAS) 2023–2028 has resulted in significant changes to both global and national HIV indicators, priorities, and measurement requirements. These changes reflect emerging priorities, including greater emphasis on equity, community-led responses, differentiated service delivery, sustainability, and the integration of HIV services within broader health systems.
Consequently, the existing NOP 3 (2021–2025) no longer adequately reflects the revised strategic priorities, indicators, targets, and monitoring requirements of Nigeria’s HIV response. The new National HIV/AIDS Strategic Plan (NSP) 2026–2030 represents a strategic shift toward greater government ownership, domestic financing, sustainability, and strengthened national systems to ensure the long-term continuity and effectiveness of the HIV response. There is therefore a need to develop a comprehensive M&E Plan for 2026–2030 that is aligned with the new NSP and relevant global commitments. The new M&E Plan will provide a structured framework for monitoring implementation, measuring results, strengthening data quality and use, and tracking progress towards national and global HIV targets.
The M&E Plan (2026–2030) will also strengthen coordination and accountability across national and subnational levels, improve the availability and use of strategic information, and support evidence-based decision-making to ensure that Nigeria’s HIV response remains responsive, resilient, effective, and aligned with evolving global standards.
Guiding principles for the development of the National HIV/AIDs M&E Plan
The development of the national HIV M&E plan will be guided by the following principles
- Country ownership and leadership of the HIV response monitoring and evaluation at all levels.
- Multisector strategy and engagement involving all relevant stakeholders
- Linkage to the 2023-2027 Nigeria National HIV/AIDS Strategic Plan and other relevant national plans, e.g., Sustainable Development Goals (SDGs)
- Conformity and alignment with national and international standards and best practices for monitoring & evaluation of HIV/AIDS programs
Goal/objectives for the development of the national HIV/AIDS M&E Plan
The main aim of the National HIV/AIDS Monitoring and Evaluation (M&E) Plan is to ensure alignment with the National HIV/AIDS Strategic Plan (2026–2030) and to update the M&E framework in line with emerging global and national priorities in the HIV response.
Specific objectives
- Undertake a review of the National HIV/AIDS Strategic Plan 2023-2027 and the NOP 1 2 for the development of the National HIV/AIDs M&E Plan

CONSULTANT ONE:
TERMS OF REFERENCE FOR THE LEAD CONSULTANT
SCOPE OF WORK
The Lead Consultant will be expected to carry out and deliver on the following responsibilities:
- Work with the Technical Team and partners to coordinate the M&E Plan development process at the national level and sub-national level
- Take responsibility for the final outputs of the M&E Plan (2026-2030) document
- Mainstream the output from the national HIV/AIDS M&E system (NNRIMS) assessment and the NOP 2 2021-2025
- Lead the facilitation of a workshop meeting of the relevant M&E stakeholders to validate the findings of the M&E systems assessment and finalize the report of the assessment report thereafter.
- Develop an indicator matrix with associated baselines and develop guidelines for setting national targets for the indicators
- Facilitate a target-setting meeting of national-level M&E stakeholders to validate the indicator matrix and baselines and set targets for the indicators
- Develop guidance and templates for zonal and state engagement process
- Provide technical guidance and coordinate the entire direction of the M&E plan development process.
- Develop the M&E Plan narrative document and finalize it
Functional Competencies:
- Ability to identify monitoring and evaluation-related risks and opportunities and provide timely feedback to rectify/fill the gaps;
- In-depth practical knowledge of Multisector HIV program development issues; fully proficient computer skills and use of relevant HIS software and other web-based applications;

QUALIFICATIONS & EXPERIENCE:
- Minimum of a Master’s Degree in Public Health, Health Economics, Project management, and related field.- 30 Marks
- Minimum of 8 years of professional experience in developing M&E Operational Plans and frameworks for state and national-level programming.- 15 Marks
- Experienced in working in HIV/AIDS programming in developing countries, including Nigeria –
- Proven experience with logical frameworks and other strategic planning and M&E methods and approaches (including quantitative, qualitative, and participatory) Evidence of relevant experience and relevant supporting document such as contract, letters of award, reports or appointment letters – 20Marks
- At least 5 years’ experience in gender and human rights issues, with good program design skills, including the capacity to prepare logical, coherent, and consistent documents- 5 Marks

SCOPE OF WORK
The Co-consultant will be expected to carry out and deliver on the following responsibilities:
- Work with the lead consultant and partners to coordinate the M&E Plan development process at the national level and sub-national level
- Support the Lead consultant to facilitation of a workshop meeting of the relevant M&E stakeholders to validate the findings of the M&E systems assessment and finalize the report of the assessment report thereafter.
- Support the Lead consultant to develop an indicator matrix with associated baselines and develop guidelines for setting national targets for the indicators
- Support the Lead consultant to facilitate a target-setting meeting of national-level M&E stakeholders to validate the indicator matrix and baselines and set targets for the indicators
- Support the Lead Consultant to develop guidance and templates for zonal and state engagement process

TERMS OF REFERENCE FOR COSTING CONSULTANT
SCOPE OF WORK
The Costing consultant will be expected to carry out and deliver on the following responsibilities:
- Work with the Lead consultant, Co-Consultants, and technical team to develop a costing methodology/template for the Plan. This costing template will include unit costs, detailed assumptions, frequency, etc.
- Provide costing technical guidance for the development of the M&E plan.
- Support the review of existing M&E systems and make recommendations for improvements in quality and sustainability.
Functional Competencies:
- In-depth practical knowledge of Multisector HIV program development issues; fully proficient computer skills and use of relevant HIS software and other web-based applications;
- Consistently approaches work with energy and a positive, constructive attitude;
- Demonstrates openness to change and ability to manage complexities;
- Proven networking, organizational and communication skills and an effective team player;
- Strong organizational and time management skills;
- A self-starter with the capacity to work under pressure and to meet strict deadlines;

The detailed Proposal must be in English Language and submitted in two (2) hard copies each (one original & two copies) of the requested documents and proposal. The documents shall then be enclosed and sealed in one (1) single outer envelope, and clearly marked at the topmost right corner “Engagement of Consultants for National Development of M&E Plan for Lead consultant or Co-Consultant or Costing consultant” and the Name, Address, Email and Phone Number of the Consultant boldly written at the back of the envelope, with acknowledgement to NACA office at the address below.
Deadline for Submission: The deadline for the submission of proposal should not be later than Thursday 12 noon of 22nd October, 2026. The submission(s) received will be opened immediately after closing at NACA Conference Room in the presence of consultants that choose to attend.
