MID-TERM REVIEW (MTR) OF THE NATIONAL STRATEGIC PLAN (NSP) ON HIV/AIDS IN NIGERIA (2023-2027)

 

1. Background

The National Strategic Plan (NSP) on HIV/AIDS (2023-2027) provides a comprehensive framework for Nigeria’s response to HIV/AIDS, aiming to achieve an AIDS-free Nigeria with zero new infections, zero stigma and discrimination, and zero AIDS-related deaths. To ensure the effective implementation of the NSP, a Mid-Term Review (MTR) is essential to assess progress, identify challenges, and provide actionable recommendations for the remaining implementation period.

The National Agency for the Control of AIDS (NACA) seeks to engage two consultants, a Lead Consultant and a Co-Lead Consultant to conduct the MTR. The consultants will work collaboratively to ensure a thorough and participatory review process.

                                               

2. Objectives of the Assignment

The primary objective of the MTR is to assess the implementation of the NSP (2023-2027) and provide evidence-based recommendations to strengthen the national HIV/AIDS response. Specific objectives include:

1. Evaluate progress toward achieving the NSP’s goals and objectives.

2. Identify gaps, challenges, and emerging issues in the implementation of the NSP.

3. Assess the alignment of the NSP with State, National and International HIV/AIDS targets.

4. Develop actionable recommendations to enhance the effectiveness of the NSP for the remaining implementation period.

 

3. Scope of Work

 

3.1 Terms of Reference for the Lead Consultant

The Lead Consultant will be responsible for providing overall leadership and technical guidance throughout the MTR process. Specific tasks include:

1. Develop and finalize the MTR work plan, guidelines, frameworks, data collection tools, and report writing formats.-

2. Provide overall leadership and technical support on thematic areas throughout the MTR process, including planning, data collection, analysis, synthesis of findings, and report writing.

3. Facilitate meeting of the Technical Teams at a national workshop for NSP thematic area working groups on the MTR4. Present findings and recommendations for discussion and validation at a national stakeholders’ validation meeting.

5. Develop the MTR report containing findings, recommendations, and priorities for the national HIV/AIDS response.

6. Develop a country-level results framework for the period 2023-2027, using the findings of the MTR.

7. Finalize the MTR report based on inputs from the stakeholders’ validation meeting, ensuring it is clear, concise, and actionable.

8. Submit a process report on the consultancy, highlighting achievements, lessons learned, challenges, and recommendations for future exercises.

 

3.2 Terms of Reference for the Co-Lead Consultant

The Co-Lead Consultant will support the Lead Consultant in executing the MTR. Specific tasks include:

 

1. Support the development and finalization of the MTR work plan, guidelines, frameworks, data collection tools, and report writing formats.

2. Provide technical support on thematic areas throughout the MTR process, including planning, data collection, analysis, synthesis of findings, and report writing.

3. Co-facilitate meetings at the national workshop for NSP thematic area working groups on the MTR.

4. Support the presentation of findings and recommendations for discussion and validation at a national stakeholders’ validation meeting.

5. Support the development of the MTR report containing findings, recommendations, and priorities for the national HIV/AIDS response.

6. Assist in finalizing the MTR report based on inputs from the stakeholders’ validation meeting.

7. Support the submission of a process report on the consultancy, highlighting achievements, lessons learned, challenges, and recommendations for future exercises.

8. Perform any other functions as required by the Lead Consultant to ensure the successful completion of the MTR.

 

4. Qualifications and Experience

 

4.1 Lead Consultant

 

Ø  Advanced degree in public health, health planning, health economics, social sciences, or a related field.

Ø  Minimum of 10 years of experience in planning, managing, implementing, and evaluating HIV programs at national and international levels.

Ø  Proven experience in leading or supporting the development, evaluation, or National Strategic Frameworks for HIV/AIDS programs, preferably in a context similar to Nigeria’s three-tier government system.

Ø  Strong understanding of the HIV/AIDS situation in Sub-Saharan Africa, particularly in Nigeria.

Ø  Excellent communication, writing, and analytical skills.

4.2 Co-Lead Consultant

Ø  Advanced degree in public health, health planning, health economics, social sciences, or a related field.

Ø  Minimum of 8 years of experience in planning, managing, implementing, and evaluating HIV programs at national and international levels.

Ø  Proven experience in the development, evaluation, or review of National Strategic Frameworks for HIV/AIDS programs, preferably in a context similar to Nigeria’s three-tier government system.

Ø  Strong understanding of the HIV/AIDS situation in Sub-Saharan Africa, particularly in Nigeria.

Ø  Excellent communication, writing, and analytical skills.

 

5. Deliverables

The consultants will be expected to deliver the following:

1)     Inception Report: Outlining the MTR methodology, work plan, and timelines.

2)    Draft MTR Report: Containing preliminary findings and recommendations.

3)    Final MTR Report: Incorporating feedback from stakeholders and presenting actionable recommendations.

4)    Country-Level Results Framework: Aligned with the findings of the MTR and NAIIS 2.0.

5)    Process Report: Highlighting achievements, lessons learned, challenges, and recommendations for future exercises.

6. Duration of Assignment

The assignment is expected to be completed within 30 work days, starting from the date of commencement. The work days will cover for the following tasks;

7. Reporting and Supervision

The consultants will report to the Director-Research, Monitoring & Evaluation Department of NACA or a designated representative. Regular updates and progress reports will be required throughout the assignment.

The personnel of the Purchaser and the Consultants shall adhere to the highest ethical standards, both during the selection process and throughout the execution of the contract. In pursuance of this principle, they shall abstain at all times from corruption or fraudulent practices. Corruption and fraudulent practices are defined as follows:

(i)       “corrupt practice” means the offering, giving, receiving, or soliciting, directly or indirectly, of anything of value to influence the action of an official in the selection process or in contract execution;

(ii)      “fraudulent practice” means a misrepresentation or omission of facts in order to influence a selection process or the execution of a contract;

(iii)          “collusive practices” means a scheme or arrangement between two or more consultants with or without the knowledge of the Purchaser, designed to establish prices at artificial, noncompetitive levels;

(iv)         “coercive practice” means harming or threatening to harm, directly or indirectly, persons or their property to influence the procurement proceedings, or affect the execution of a Contract.

(v)           The Purchaser shall reject a proposal for award if it determines that the Supplier recommended for award has, directly or through an agent, engaged in corrupt, fraudulent, collusive or coercive practices in competing for the contract in question.

iii. If it is determined that submitted documents and claims have been falsified, the consultant may face prosecution in a court of Law.
