EXPRESSION OF INTEREST
ENGAGEMENT OF THREE INDIVIDUAL CONSULTANTS FOR THE DEVELOPMENT OF A NATIONAL PREVENTION TRAINING PACKAGE AND A DIGITAL VERSION FOR COMMUNITY HIV SERVICES PROVIDERS ON ADOLESCENT GIRLS AND YOUNG WOMEN (AGYW) AND MALE SEXUAL PARTNERS PROGRAMMING

- INTRODUCTION
Adolescents and Young People (AYP) aged 10-24 make up one-third of Nigeria’s population (Federal Ministry of Health, Nigeria). The 2018 Nigeria AIDS Indicator and Impact Survey (NAIIS) estimated that approximately 180,000 AYP are living with HIV in Nigeria, with an exceptionally high prevalence among females aged 20-24 at 1.3% (95% CI: 1.1-1.5). The survey also revealed that awareness of HIV status was lowest among AYP, with only 29.4% of those aged 20-24 and 35.5% of those aged 15-19 aware of their status, compared to 47% among older adults. Developing targeted interventions and training packages is essential for addressing their unique needs and improving outcomes.
A National Prevention Training Package is proposed to equip community HIV service providers with the skills and knowledge necessary to effectively program for AGYW and their male partners. This package will also align with the National AYP Strategy on engaging HIV service providers with AGYW. Such efforts will foster greater community engagement and ultimately lead to improved health and well-being outcomes for AYP. Additionally, to enhance accessibility, broaden reach, provide real-time updates, encourage interactivity, and ensure sustainability, a digital version is also proposed. The NACA E-learning platform offers a sustainable system that promotes continuous knowledge transfer and eliminates the costs associated with physical training. The digital version of the prevention training package will be integrated as a module in this existing E-learning platform.
To achieve the foregoing, NACA is seeking to engage three (3) consultants for the Development of A National Prevention Training Package and a Digital Version for Community HIV Services Providers on Adolescent Girls and Young Women (AGYW) and Male Sexual Partners Programming.

TERMS OF REFERENCE (TOR)

OBJECTIVES OF CONSULTANCY FOR:
The Development of National prevention training package and scientific editing
- To develop a national prevention training package that enhances the capacity of community HIV service providers to deliver holistic, culturally sensitive, and effective HIV prevention interventions for AGYW and male sexual partners
The Development of a Digital Version of the National prevention training package Consultancy
- To develop a digital version of the training package that enhances the capacity of community HIV service providers to deliver holistic, culturally sensitive, and effective HIV prevention interventions for AGYW and male sexual partners
SCOPE OF WORK
The three consultants will work closely with the Community Prevention division in NACA to accomplish the following tasks on:
Consultant 1: The National prevention training package consultancy
- Review existing national and international HIV prevention training packages
- Analyse current training approaches for AGYW and male sexual partners
- Conduct consultations with key stakeholders
- Facilitate the review of the draft document during technical meetings with relevant stakeholders called by NACA.
- Incorporate inputs and feedback from the technical meetings into the draft training package
- Produce a report of the consultancy service.
- Develop a comprehensive training package
Consultant 2: The scientific editor consultancy
- Check for scientific accuracy, up-to-date data, and adherence to the current scientific consensus in grammar, punctuation, references, data, misleading information, spelling, and sentence structure.
- Ensure the language used is precise and appropriate for adolescents and Young People.
Consultant 3: The digital version consultancy
- Develop a digital version of the national prevention training package.
QUALIFICATIONS AND EXPERIENCE OF THE CONSULTANTS
This assignment requires the services of three consultants that can demonstrate skills relating to analytical capacity, especially qualitative analysis. The following qualifications and experiences are required:
Consultant 1: The National prevention training package
- At least a master’s degree in public health or social sciences, especially public policy, gender studies
- Minimum of 5 years’ experience in adolescents and young people research, programming, and project management within relevant sectors (Health, Education, Social protection).
- Direct experience in research related to adolescents and young people’s health, including social determinants/drivers of health (similar job done with a job order and job completion certificate,
- Demonstrate a good understanding of the HIV and TB situation in sub-Saharan Africa and Nigeria.
- Should have experience in the development of training packages or related documents. (similar job done with a job order and job completion certificate,
Consultant 2: The Scientific editor
- At least a master’s degree in public health or social sciences and relevant fields
- A minimum of 3 years of experience in scientific editing, academic publishing, or working in specific scientific disciplines. (similar job done with a job order and job completion certificate,
Consultant 3: The digital version consultancy
- At least a master’s degree in public health or social sciences, especially public policy, gender studies
- Minimum of 3 years’ experience in creating multimedia formats (e.g., videos, interactive simulations) and adaptive learning tools to accommodate diverse learning styles for adolescents and young people.(similar job done with a job order and job completion certificate,
DELIVERABLES FOR THE THREE CONSULTANCIES
Consultant 1: The National prevention training package
- Developed evidence-based, gender-responsive training curriculum that addresses HIV prevention strategies, Sexual and reproductive health, Gender dynamics, power relations, and Integrated service delivery approaches.
- Design training materials that are culturally sensitive, Age-appropriate, gender-transformative, and Accessible to diverse community service providers
Consultant 2: The Scientific editor
- A final, detailed proofread HIV prevention training ready for distribution or publication
Consultant 3: The digital version consultancy
- Creation of videos for Twitter, YouTube, Instagram, and Facebook.
- Developed digital version of the national prevention training package
DURATION OF CONSULTANCIRS
The consultants responsible for the development of the guidelines and the digital version shall work for 20. The scientific editor shall work for 10 days to deliver the entire process.
REMUNERATION
He/she will be paid competitive fees for the duration of the consultancy at a rate based on the current rate for consultants depending on qualification and experience.

A candidate will be selected based on Fixed Budget (Not exceeding ₦100,000.00 per day) and individual qualifications (Curriculum Vitae and Experience)
- INSTRUCTIONS TO SUPPLIERS
Submission of Quotations
The suppliers shall submit the original and one copy of their quotation in two separate sealed envelopes, one marked “original” and one marked “copy”. The two envelopes shall then be enclosed in one single outer envelope. Both the inner and outer envelopes shall be addressed as follows: (a) to the Purchaser as indicated in the Request for Quotations; and (b) bearing the Project name (if applicable), the title and number of the Quotation as indicated in the Request for Quotations.

Quotations must be received by the Purchaser at the address specified in below at the latest time and date specified in the Request for Quotations. Any quotation received by the Purchaser after the deadline for the submission specified below shall be returned unopened to the supplier. |
The Purchaser shall evaluate and compare the Quotations as follows: · Examine if the quotation conforms to technical specifications and the required delivery time. · Verify any arithmetical errors. For example, if the quotation in figures is different from the quotation in words, the amount in words shall prevail. If there is a discrepancy between the unit price and the total price that is obtained by multiplying the unit price and quantity, the unit price shall prevail, and the total price shall be corrected. · Tabulate the Quotations thus arrived at. |
Award of Contract
The Purchaser shall award the contract to the supplier whose quotation has been determined to be substantially responsive to the requirements of the Request for Quotations and the lowest evaluated price, i.e., based on the quality of the items quoted for in accordance with the specifications.

| Notification of the award shall constitute the formation of the contract. This Notification shall be sent by registered mail, inviting the supplier to deliver the goods in accordance with the conditions of the Request for Quotations.

Within Ten (10) days following the notification of the award, the Purchaser shall sign and date the Form of Contract and send it back to the Supplier

| The personnel of the Purchaser and the Suppliers shall adhere to the highest ethical standards, both during the selection process and throughout the execution of the contract. In pursuance of this principle, they shall abstain at all times from corruption or fraudulent practices. Corruption and fraudulent practices are defined as follows: (i) “corrupt practice” means the offering, giving, receiving, or soliciting, directly or indirectly, of anything of value to influence the action of an official in the selection process or in contract execution; (ii) “fraudulent practice” means a misrepresentation or omission of facts in order to influence a selection process or the execution of a contract; (iii) “Collusive practices” means a scheme or arrangement between two or more suppliers with or without the knowledge of the Purchaser, designed to establish prices at artificial, noncompetitive levels; (iv) “Coercive practice” means harming or threatening to harm, directly or indirectly, persons or their property to influence the procurement proceedings, or affect the execution of a Contract. (v) The Purchaser shall reject a proposal for award if it determines that the Supplier recommended for award has, directly or through an agent, engaged in corrupt, fraudulent, collusive or coercive practices in competing for the contract in question. Accepting this invitation shall serve as an acknowledgement and agreement to abide by the Global Fund Code of Conduct for Suppliers.
GUIDELINE FOR SUBMISSION AND OPENING OF CVS
The detailed CV must be in English Language and submitted in two (2) hard copies one original & one copy) of the requested CV. The two copies shall then be enclosed and sealed in one (1) single outer envelope and clearly marked at the topmost right corner “Consultancy services to conduct a desk review and collation of existing information and communication materials for community and digital condom promotion activities” and the Name, Address, Email and Phone Number of the Consultant boldly written at the back of the envelope, with acknowledgement to NACA office at the address below.
- Deadline for Submission: The deadline for the submission of proposal should not be later than Wednesday, 30th April, 2025 by 12 noon. The submission(s) received will be opened immediately after closing at NACA Conference Room in the presence of consultants that choose to attend.
