ENGAGEMENT OF TWO CONSULTANTS FOR NATIONAL TRAINING OF TRAINERS ON ENNRIMS-DHIS 2.0

- Preamble
The National Agency for the Control of HIV/AIDS (NACA) is tasked with coordinating Nigeria’s national response to the HIV/AIDS epidemic. One of its key responsibilities is to ensure that data related to HIV/AIDS prevention, treatment, care, and support is collected accurately, analyzed, and utilized for decision-making at both the state and national levels. To ensure that this data management system functions effectively, NACA utilizes the eNNRIMS-DHIS2 platform, a web-based tool designed for the collection, analysis, and presentation of health data.
In line with its ongoing efforts to strengthen the HIV/AIDS response, NACA seeks to build the capacity of its national officers who will lead the step-down training sessions in all 36 states and the Federal Capital Territory (FCT). This training aims to refresh and improve the skills of these national officers in using the eNNRIMS-DHIS2 platform, specifically for non-health sector data reporting related to HIV/AIDS programs. These officers will subsequently train stakeholders in the states, ensuring consistent, complete and high-quality data reporting across Nigeria.
Rationale
NACA has been utilizing the eNNRIMS-DHIS2 platform for several years to capture, analyze, and report on HIV/AIDS-related data. However, to further improve the data management process and ensure effective use of the platform at the state level, it is essential to train the national officers who will lead the step-down training in their respective states. These national officers must be proficient in eNNRIMS-DHIS2 operations and data reporting to empower state-level staff and stakeholders to use the platform effectively.
The NTOT will equip national officers with the necessary skills, refresh and improve their knowledge to train others, ensuring that they are able to support state teams and other stakeholders in the use of DHIS2. The training will also provide an opportunity to update the national officers on new features of the platform and share best practices for using eNNRIMS-DHIS2 in the HIV/AIDS response.
To achieve the foregoing, NACA is seeking to engage two 2 consultants for National Training of Trainers on eNNRIMS-DHIS 2.0

TERMS OF REFERENCE (TOR)
National Training of Trainers On eNNRIMS-DHIS 2.0
1.0 Introduction

2.0 Rationale

3.0 Goals and Objectives
Primary Goal: To build the capacity of national officers in the use of eNNRIMS-DHIS2 for non-health sector HIV/AIDS data reporting, ensuring that they can effectively lead step-down training in the 36 states and FCT.
Specific Objectives:
- To provide expert insight and guidance on eNNRIMS-DHIS 2.0 functionalities, focusing on non-health sector data management and reporting.
- To ensure that national officers are equipped with the necessary tools and knowledge to train state-level stakeholders effectively.
- To strengthen the ability of national officers to troubleshoot and provide ongoing support to state teams during the implementation of DHIS2 at the state level.
- To equip participants with the essential skills and knowledge to effectively conduct step-down DHIS training at the state level.
4.0 Scope of Work
The two facilitators will undertake the following activities:
- Review and refine developed training material, presentations and standard operational procedure (SOPs)
- Lead discussion, group activities and case study scenario
- Moderate session and encourage participant engagement.
- Provide real-life example and practical application of the concepts
- Evaluate training effectiveness and provide feedback for improvement.
- Develop a comprehensive training report
5.0 Expected Output:
These facilitators are expected to deliver the following Output:
- Trained National Officers: A pool of highly skilled national officers capable of leading step-down training in all states and the FCT.
- Improved DHIS2 Usage: National officers will gain a deeper understanding of the DHIS2 platform, which will enhance their ability to train others and provide support.
- Stronger M&E System: The training will contribute to a stronger Monitoring and Evaluation (M&E) system, helping ensure that HIV/AIDS interventions are monitored effectively across Nigeria
- Process report of the training will be developed:
6.0 Duration and Timeline
The training will be conducted for a period of Five days, upon the signing of the contract.
7.0 Required Qualification and Experience
- A minimum of ten (10) years of experience in community-based interventions
- A minimum of First degree in Science or Social Science
- Proven expertise in delivering training on eNNRIMS-DHIS 2.0 platform and other national reporting platform in the country. (Provide an award letter or job completion certificate)
- Experience in engaging diverse stakeholders in discussion and training.
- Experience on the use of excel and others Microsoft package
8.0 Reporting Line
These facilitators will report to Head Strategic Information Division /Research Monitoring and Evaluation Department (RM&E) NACA and will work closely with SI team to ensure the smooth execution of the facilitation.
9.0 Payment terms
The facilitator’s payment will be made as a lump sum upon satisfactory completion of the training and submission of the process report, as certified by the head of the SI Division.

A candidate will be selected on the basis of Fixed Budget (₦70,000.00 per day) and individual qualifications (Curriculum Vitae and Experience)
GUIDELINE FOR SUBMISSION AND OPENING OF CVS
The detailed CV must be in English Language and submitted in two (2) hard copies one original & one copy) of the requested CV. The two copies shall then be enclosed and sealed in one (1) single outer envelope, and clearly marked at the topmost right corner “National Training of Trainers On eNNRIMS-DHIS 2.0” and the Name, Address, Email and Phone Number of the Consultant boldly written at the back of the envelope, with acknowledgement to NACA office at the address below.
- Deadline for Submission: The deadline for the submission of proposal should not be later than Wednesday, 12th March, 2025 by 12 noon. The submission(s) received will be opened immediately after closing at NACA Conference Room in the presence of consultants that choose to attend.
