PRE-QUALIFICATION OF CLEARING AGENTS FOR NACA

A.   Preamble

The National Agency for the Control of AIDS (NACA) has received funding from Global Fund in continuance of the pursuit of its statutory responsibilities for HIV/AIDS treatment, care & Support and strengthening of health systems in Nigeria by further addressing the gaps in the National HIV prevention and treatment program.

 

The National Agency for the Control of AIDS (NACA) as part of its statutory responsibility for HIV/AIDS treatment, care and support and strengthening health systems in Nigeria has received funding from the Federal Government of Nigeria to support the ongoing prevention and treatment interventions in Nigeria.

 

NACA has placed orders and requires the products to be cleared from different port of entry and requires the services of clearing agents to help clear international bound commodities as soon as it arrives.

 

A.   Pre-qualification requirement

To qualify for consideration, interested companies are required to submit quotation including the under listed documents:

 

·        Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC) including Form CAC1.1 or CAC02 and CAC07.

·        Evidence of Company’s Income Tax Clearance Certificate for the last three (3) years (2019, 2020 and 2021) valid till 31st December, 2022.

·        Evidence of Pension Clearance Certificate valid till 31st December, 2022

·        Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2022.

·        Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2022;

·        Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2022 issued by the BPP.

·        Sworn Affidavit:

a.    Certifying that the company is not in receivership, insolvency or bankruptcy. Stating that no officer of NACA or Bureau of Public Procurement is a

b.    Director or Shareholder or has any pecuniary interest in the bidder.

c.    Also, that none of the Directors of the Company has been convicted for a criminal offence in relation to fraud or financial impropriety in any court in Nigeria or elsewhere.

d.    And that all information presented in the bid is true and correct in all particulars.

·        Company’s Audited Account for the last three (3) years (2019, 2020 and

2021)

·        Reference Letter from a reputable commercial bank within the period of the advert  indicating willingness to provide credit facility for the execution of the project when needed;

·        Company’s profile with the Curriculum Vitae of the Key Staff to be deployed for the consultancy, including copies of their Academic/ Professional qualifications;

·        Verifiable document of 3 similar jobs executed in the last Ten (10) years including Letter of Award and completion certificates

·        The minimum validity period of the Tender should be One Hundred and Twenty (120) Days:

·        Signed Cover letter attached to the technical submission with the company’s letter head. Any submission without a cover letter will be disqualified:

·        Evidence of Current  Certification/Compliance with Council of the Regulation of Freight Forwarding in Nigeria (CRFFN).

Objectives:

The Objective is to clear incoming deliveries as soon as it is shipped to the port of entry.

 

B.   Closing of submissions

i.             Quotation must be submitted in one original copy in a sealed envelope appropriately labelled “Clearing Agent Prequalification”. The envelope must be addressed and delivered to the below stated address:

                    Procurement Office

                    Room 1.02 Ground Floor,

                        National Agency for the control of AIDS (NACA)

                        No.3 Zinguinchor Street, Wuse Zone 4,

                        Beside AEDC office, Abuja.

ii.            Late submission will not be accepted.

 

In addition, the completed bid is expected to be registered and dropped in the designated bid box on or before 12noon, on 31st January, 2023, as bids will be immediately opened at the close of the submission time and date, in the NACA Main Conference Room located on the First Floor of the Agency’s Head Quarters Building of the same above Address.
