\nINTEGRATED LABORATORY NETWORK OPTIMIZATION AND GEOSPATIAL ANALYSIS IN NIGERIA<\/p>\n
Background<\/p>\n
Laboratories are
\na critical component of healthcare systems that directly impact the quality of
\nhealth service delivery. The ability to make decisions quickly and accurately
\nin healthcare delivery depends on laboratory systems’ functionality. They also
\nform the backbone of disease surveillance and public health response to
\noutbreaks and epidemics. Nigeria faces a significant challenge in ensuring
\nequitable access to quality healthcare services, particularly in terms of
\ndiagnostic capabilities. Limited access to essential diagnostic tests hinders
\ntimely and accurate diagnosis, leading to delayed treatment, increased
\nmorbidity and mortality, and unnecessary healthcare costs.The Medical
\nLaboratory Services Division (MLSD), located in the Department of Hospital Services,
\nFederal Ministry of Health, coordinates laboratory services as well as the
\nimplementation of policies and strategic interventions aimed at strengthening
\nthe country’s laboratory system, among other mandates. The National Medical
\nLaboratory Services Policy (NMLSP) outlines a comprehensive approach to address
\nthe challenges of managing medical laboratory services in Nigeria. The policy
\nestablishes a functional organizational structure at both the Federal and State
\nMinistries of Health. The government, non-government organizations, and the
\nprivate sector support the provision of medical laboratory services. Services
\nprovided cut across diagnostic, public health, teaching, and research
\nactivities. Nigeria organizes its healthcare delivery across three tiers:
\nprimary, secondary, and tertiary levels of care. In the public health space,
\nlaboratory support activities are fragmented across vertical disease
\nprogrammes, with very poor coordination of activities.<\/p>\n
The MLSD has been
\nworking to strengthen the country’s laboratory systems in recent years, with
\nsupport from the Global Fund and other partners. However, Nigeria’s medical
\nlaboratory governance structure faces several challenges, such as suboptimal
\ncoordination and collaboration among different stakeholders in the medical
\nlaboratory sector, inadequate funding for medical laboratories, inadequate
\ninfrastructure and equipment, and poor quality control and assurance in medical
\nlaboratories. These issues have led to several challenges, including inaccurate
\nand unreliable test results, delays in test delivery, and risks to patient
\nsafety. To address some of these challenges, the MLSD under the Global Fund GC7
\nhas been funded to strengthen laboratory health systems through integrated
\nDiagnostic Network Optimization (DNO).<\/p>\n
To this end,
\nthere is a need to engage a Service Provider to provide technical assistance
\n(TA) to FMOH-MLSD for the strengthening and integration of laboratory systems
\nacross disease programs in Nigeria towards the achievement of a Diagnostics Network
\nOptimization.<\/p>\n

GENERAL
\nELIGIBILITY CRITERIA<\/p>\n
a)
\nEvidence of Certificate of Incorporation with the
\nCorporate Affairs Commission (CAC) with the inclusion of Articles of
\nAssociation (forms CAC2 and CAC7);<\/p>\n
b)
\nEvidence of Company\u2019s Income Tax Clearance Certificate
\nfor the last three (3) years (2021,2022
\n& 2023) valid till 31st December 2024; <\/p>\n
c)
\nEvidence of current Pension Compliance Certificate
\nvalid till 31st December 2024;<\/p>\n
d)
\nEvidence of current Industrial Training Fund (ITF)
\nCompliance Certificate valid till 31st December 2024;<\/p>\n
e)
\nEvidence of current Nigeria Social Insurance Trust Fund
\n(NSITF) Compliance Certificate valid till 31st December 2024;<\/p>\n
f)
\nCopy of Audited Company Accounts for the immediate
\npast three years (2021, 2022 & 2023)
\nduly stamped and signed by certified Auditor;<\/p>\n
g)
\nBank Reference letter or Letter of good-standing from
\nbank addressed to NACA (Within the period of the Advert)<\/p>\n
h)
\nSworn Affidavit disclosing whether or not any officer
\nof NACA or Bureau of Public Procurement (BPP) is a former or present Director,
\nShareholder or has any pecuniary interest in the bidder and to confirm that all
\ninformation presented in its bids are true and correct in all particulars and;<\/p>\n

\nthat the company is not in receivership or any form of insolvency\/bankruptcy, nor debarment and
\nthat the company nor any of the Director(s) of the company has been convicted
\nof any financial crime;<\/p>\n
i)
\nCompany\u2019s Profile and organizational structure with
\nthe full name of the organization and contact person, postal address,
\ntelephone\/fax numbers, and e-mail addresses. Within the period of the Advert)<\/p>\n
j)
\nVerifiable documentary evidence of at least three (3)
\nsimilar jobs executed in the last Five (5) years including Letters of Awards
\nand Job Completion Certificates;<\/p>\n
k)
\nAll documents for submission must be transmitted with
\na Covering\/Forwarding letter under the Company\/Firms Letter Head Paper bearing
\namongst others, the Registration Number (CAC), Contact Address, Telephone
\nNumber (Preferable GSM No.), and e-mail address. The Letterhead Paper must bear
\nthe Names and Nationalities of the Directors of the Company at the bottom of
\nthe page, duly signed by the authorized officer of the firm. It is very
\nimportant to note that only the requested documents are expected for vendors to
\nsubmit. Failure to submit a cover letter will lead to disqualification<\/p>\n
SUBMISSION
\nOF TENDER DOCUMENTS <\/p>\n
Prospective consulting firms are to submit two
\n(2) hard copies (one original &
\nanother copy) of the requested documents and financial bid. Thereafter, the
\nTenderer shall enclose the original in one (1) envelope and all the copy of the
\nTender in another envelope, duly marking the envelopes as \u201cTHE ENGAGEMENT OF A SERVICE PROVIDER TO
\nPROVIDE TECHNICAL ASSISTANCE ON INTEGRATED LABORATORY NETWORK OPTIMIZATION AND
\nGEOSPATIAL ANALYSIS IN NIGERIA\u201d and \u201cFINANCIAL.\u201d The two (2) envelopes shall
\nthen be enclosed and sealed in one (1) single outer envelope after registration
\nusing the NACA bid register. Vendors are
\nexpected to register their submission into the bid register and place their
\nsubmission in the assigned Bid Box at the front of the reception of the Agency.
\nVendors are kindly requested to submit soft copy of their Technical &
\nfinancial proposal in a secured flash <\/p>\n
a. Prospective bidders can submit their documents

\nconsultant may face prosecution in a court of Law.<\/p>\n
