The ability to make decisions quickly and accurately<br \/>\nin healthcare delivery depends on laboratory systems&#8217; functionality. They also<br \/>\nform the backbone of disease surveillance and public health response to<br \/>\noutbreaks and epidemics. Nigeria faces a significant challenge in ensuring<br \/>\nequitable access to quality healthcare services, particularly in terms of<br \/>\ndiagnostic capabilities. Limited access to essential diagnostic tests hinders<br \/>\ntimely and accurate diagnosis, leading to delayed treatment, increased<br \/>\nmorbidity and mortality, and unnecessary healthcare costs.The Medical<br \/>\nLaboratory Services Division (MLSD), located in the Department of Hospital Services,<br \/>\nFederal Ministry of Health, coordinates laboratory services as well as the<br \/>\nimplementation of policies and strategic interventions aimed at strengthening<br \/>\nthe country&#8217;s laboratory system, among other mandates. The National Medical<br \/>\nLaboratory Services Policy (NMLSP) outlines a comprehensive approach to address<br \/>\nthe challenges of managing medical laboratory services in Nigeria. The policy<br \/>\nestablishes a functional organizational structure at both the Federal and State<br \/>\nMinistries of Health. The government, non-government organizations, and the<br \/>\nprivate sector support the provision of medical laboratory services. Services<br \/>\nprovided cut across diagnostic, public health, teaching, and research<br \/>\nactivities. Nigeria organizes its healthcare delivery across three tiers:<br \/>\nprimary, secondary, and tertiary levels of care. In the public health space,<br \/>\nlaboratory support activities are fragmented across vertical disease<br \/>\nprogrammes, with very poor coordination of activities.<\/p>\n<p>The MLSD has been<br \/>\nworking to strengthen the country&#8217;s laboratory systems in recent years, with<br \/>\nsupport from the Global Fund and other partners. However, Nigeria&#8217;s medical<br \/>\nlaboratory governance structure faces several challenges, such as suboptimal<br \/>\ncoordination and collaboration among different stakeholders in the medical<br \/>\nlaboratory sector, inadequate funding for medical laboratories, inadequate<br \/>\ninfrastructure and equipment, and poor quality control and assurance in medical<br \/>\nlaboratories. These issues have led to several challenges, including inaccurate<br \/>\nand unreliable test results, delays in test delivery, and risks to patient<br \/>\nsafety. To address some of these challenges, the MLSD under the Global Fund GC7<br \/>\nhas been funded to strengthen laboratory health systems through integrated<br \/>\nDiagnostic Network Optimization (DNO).<\/p>\n<p>To this end,<br \/>\nthere is a need to engage a Service Provider to provide technical assistance<br \/>\n(TA) to FMOH-MLSD for the strengthening and integration of laboratory systems<br \/>\nacross disease programs in Nigeria towards the achievement of a Diagnostics Network<br \/>\nOptimization.<\/p>\n<p>COLLECTION<br \/>\nOF REQUESTS FOR PROPOSAL (RFP) DOCUMENT <\/p>\n<p>The<br \/>\nscope of work is provided in the Standard bidding document as provided in the<br \/>\nlink below,<\/p>\n<p>https:\/\/naca.gov.ng\/wp-content\/uploads\/2024\/07\/SBD-Service-provider-MLSD-and-FMOH-clean-copy.pdf<\/p>\n<p>GENERAL<br \/>\nELIGIBILITY CRITERIA<\/p>\n<p>a)<br \/>\nEvidence of Certificate of Incorporation with the<br \/>\nCorporate Affairs Commission (CAC) with the inclusion of Articles of<br \/>\nAssociation (forms CAC2 and CAC7);<\/p>\n<p>b)<br \/>\nEvidence of Company\u2019s Income Tax Clearance Certificate<br \/>\nfor the last three (3) years (2021,2022<br \/>\n&#038; 2023) valid till 31st December 2024; <\/p>\n<p>c)<br \/>\nEvidence of current Pension Compliance Certificate<br \/>\nvalid till 31st December 2024;<\/p>\n<p>d)<br \/>\nEvidence of current Industrial Training Fund (ITF)<br \/>\nCompliance Certificate valid till 31st December 2024;<\/p>\n<p>e)<br \/>\nEvidence of current Nigeria Social Insurance Trust Fund<br \/>\n(NSITF) Compliance Certificate valid till 31st December 2024;<\/p>\n<p>f)<br \/>\nCopy of Audited Company Accounts for the immediate<br \/>\npast three years (2021, 2022 &#038; 2023)<br \/>\nduly stamped and signed by certified Auditor;<\/p>\n<p>g)<br \/>\nBank Reference letter or Letter of good-standing from<br \/>\nbank addressed to NACA (Within the period of the Advert)<\/p>\n<p>h)<br \/>\nSworn Affidavit disclosing whether or not any officer<br \/>\nof NACA or Bureau of Public Procurement (BPP) is a former or present Director,<br \/>\nShareholder or has any pecuniary interest in the bidder and to confirm that all<br \/>\ninformation presented in its bids are true and correct in all particulars and;<\/p>\n<p>&#8211;<br \/>\nthat the company is not in receivership or any form of insolvency\/bankruptcy, nor debarment and<br \/>\nthat the company nor any of the Director(s) of the company has been convicted<br \/>\nof any financial crime;<\/p>\n<p>i)<br \/>\nCompany\u2019s Profile and organizational structure with<br \/>\nthe full name of the organization and contact person, postal address,<br \/>\ntelephone\/fax numbers, and e-mail addresses. Within the period of the Advert)<\/p>\n<p>j)<br \/>\nVerifiable documentary evidence of at least three (3)<br \/>\nsimilar jobs executed in the last Five (5) years including Letters of Awards<br \/>\nand Job Completion Certificates;<\/p>\n<p>k)<br \/>\nAll documents for submission must be transmitted with<br \/>\na Covering\/Forwarding letter under the Company\/Firms Letter Head Paper bearing<br \/>\namongst others, the Registration Number (CAC), Contact Address, Telephone<br \/>\nNumber (Preferable GSM No.), and e-mail address. The Letterhead Paper must bear<br \/>\nthe Names and Nationalities of the Directors of the Company at the bottom of<br \/>\nthe page, duly signed by the authorized officer of the firm. It is very<br \/>\nimportant to note that only the requested documents are expected for vendors to<br \/>\nsubmit. Failure to submit a cover letter will lead to disqualification<\/p>\n<p>SUBMISSION<br \/>\nOF TENDER DOCUMENTS <\/p>\n<p>Prospective consulting firms are to submit two<br \/>\n(2) hard copies (one original &#038;<br \/>\nanother copy) of the requested documents and financial bid.
