While the DHIS is primarily focused on the health sector, there<br \/>\nis a significant need to assess its utilization and potential within non-health<br \/>\nsectors specifically related to HIV\/AIDS programs. The rapid non-health sector<br \/>\nneeds assessment of the District Health Information System (DHIS) aims to<br \/>\nidentify and address the specific requirements and challenges faced by various<br \/>\nstates in utilizing the DHIS for non-health sector purposes. This assessment<br \/>\nwill enable a better understanding of the existing gaps, strengths, and<br \/>\nopportunities related to the DHIS implementation in non-health sectors, thereby<br \/>\nfacilitating informed decision-making and targeted interventions.<\/p>\n<p>Objectives<\/p>\n<p>The<br \/>\nconsultant is tasked with achieving the following objectives:<\/p>\n<p>\u00b7<br \/>\nEvaluate DHIS utilization in non-health<br \/>\nsector space across the 36+1 states.<\/p>\n<p>\u00b7<br \/>\nIdentify barriers to successful DHIS<br \/>\nimplementation in non-health sector.<\/p>\n<p>\u00b7<br \/>\nAssess data collection, analysis, and<br \/>\nreporting needs for each of the thematic areas by state.<\/p>\n<p>\u00b7<br \/>\nDetermine capacity-building<br \/>\nrequirements for stakeholders involved in non-health sector data management.<\/p>\n<p>\u00b7<br \/>\nDevelop recommendations and action plan for enhancing<br \/>\nDHIS implementation in non-health sector.<\/p>\n<p>Justification<\/p>\n<p>\u00b7<br \/>\nHolistic Approach to HIV\/AIDS Programs <\/p>\n<p>\u00b7<br \/>\nData-Driven Decision Making<\/p>\n<p>\u00b7<br \/>\nData-Driven Accountability<\/p>\n<p>\u00b7<br \/>\nSynergy and Collaboration<\/p>\n<p>Methodology<\/p>\n<p>The<br \/>\nconsultancy will involve:<\/p>\n<p>\u00b7<br \/>\nDesk<br \/>\nReview: Comprehensive review of existing policies and mechanisms<br \/>\nfor data sharing.<\/p>\n<p>\u00b7<br \/>\nStakeholder<br \/>\nFinalization Meeting: Review, development and finalization of assessment tools.<\/p>\n<p>\u00b7<br \/>\nDeployment<br \/>\nof Assessment Tool (Field work): Interviews and consultations with key<br \/>\nstakeholders.<\/p>\n<p>\u00b7<br \/>\nSWOT Analysis: Identifying gaps, strengths, and<br \/>\nopportunities related to DHIS implementation.<\/p>\n<p>\u00b7<br \/>\nReport<br \/>\nWriting Workshop: Collation, analysis, and production of a comprehensive<br \/>\nreport.<\/p>\n<p>Expected Outcome<\/p>\n<p>The<br \/>\nrapid needs assessment is expected to yield the following outcomes:<\/p>\n<p>1.<br \/>\nIdentification of key data needs and<br \/>\npriorities of non-health sectors involved in HIV\/AIDS programs that can be<br \/>\naddressed through DHIS data.<\/p>\n<p>2.<br \/>\nIdentification of gaps and challenges<br \/>\nfaced by non-health sector stakeholders in accessing, utilizing, and<br \/>\nintegrating DHIS data into their HIV\/AIDS programs.<\/p>\n<p>3.<br \/>\nDevelopment of data collection tool.<\/p>\n<p>4.<br \/>\nDevelopment of a comprehensive report<br \/>\nhighlighting the findings, recommendations, and proposed capacity-building<br \/>\nplans to enhance DHIS data utilization within non-health sectors of HIV\/AIDS<br \/>\nprograms.<\/p>\n<p>5.<br \/>\nDevelopment of costed capacity building<br \/>\nplan.<\/p>\n<p>Duration<\/p>\n<p>The<br \/>\nconsultancy is expected to be completed within 21working days.<\/p>\n<p>Reporting and<br \/>\nCommunication:<\/p>\n<p>The<br \/>\nconsultant will report progress regularly and maintain open communication with<br \/>\nstakeholders throughout the consultancy period.<\/p>\n<p>Qualifications and<br \/>\nwork experience:<\/p>\n<p>The<br \/>\nconsultant should:<\/p>\n<p>\u00b7<br \/>\nPossess expertise in data analysis,<br \/>\nhealth informatics, project management, and HIV\/AIDS programs. <\/p>\n<p>\u00b7<br \/>\nHe\/She should have at least a master&#8217;s<br \/>\ndegree in public health or other related science courses.<\/p>\n<p>\u00b7<br \/>\nHe\/She should have 10years experience<br \/>\nin assessing programs especially in HIV\/AIDS space<\/p>\n<p>\u00b7<br \/>\nHe\/She should be able coordinate,<br \/>\ndevelop and deploy national assessment tools in states<\/p>\n<p>Evaluation<\/p>\n<p>The<br \/>\nconsultant&#8217;s performance will be evaluated based on the quality and timeliness<br \/>\nof deliverables, adherence to the timeline, and effectiveness of<br \/>\nrecommendations.<\/p>\n<p>Timeline<\/p>\n<p>The<br \/>\nassessment is expected to be completed within the period of twenty-one (21)<br \/>\ndays<\/p>\n<p>Remuneration<\/p>\n<p>The individual consultants will be paid based on the<br \/>\napproved Global Funds budget<\/p>\n<p>Termination<br \/>\nof Appointment <\/p>\n<p>The appointment of the consultant can be terminated at<br \/>\nany point without notice if the firm is found to be incompetent or if they carry<br \/>\nout other activities that are found deleterious to the progress of the project.<\/p>\n<p>The National Agency for the Control of AIDS<br \/>\n(NACA) will make available the necessary documents and reports and other<br \/>\ninformation concerning this assignment.
