Background<\/p>\n
The District Health Information System (DHIS)
\nis a vital tool for monitoring and managing health-related data, including
\nHIV\/AIDS data. While the DHIS is primarily focused on the health sector, there
\nis a significant need to assess its utilization and potential within non-health
\nsectors specifically related to HIV\/AIDS programs. The rapid non-health sector
\nneeds assessment of the District Health Information System (DHIS) aims to
\nidentify and address the specific requirements and challenges faced by various
\nstates in utilizing the DHIS for non-health sector purposes. This assessment
\nwill enable a better understanding of the existing gaps, strengths, and
\nopportunities related to the DHIS implementation in non-health sectors, thereby
\nfacilitating informed decision-making and targeted interventions.<\/p>\n
Objectives<\/p>\n
The
\nconsultant is tasked with achieving the following objectives:<\/p>\n

\nEvaluate DHIS utilization in non-health
\nsector space across the 36+1 states.<\/p>\n
\u00b7
\nIdentify barriers to successful DHIS
\nimplementation in non-health sector.<\/p>\n
\u00b7
\nAssess data collection, analysis, and
\nreporting needs for each of the thematic areas by state.<\/p>\n
\u00b7
\nDetermine capacity-building
\nrequirements for stakeholders involved in non-health sector data management.<\/p>\n
\u00b7
\nDevelop recommendations and action plan for enhancing
\nDHIS implementation in non-health sector.<\/p>\n

\nfor data sharing.<\/p>\n

\nFinalization Meeting: Review, development and finalization of assessment tools.<\/p>\n

\nof Assessment Tool (Field work): Interviews and consultations with key
\nstakeholders.<\/p>\n

\nSWOT Analysis: Identifying gaps, strengths, and
\nopportunities related to DHIS implementation.<\/p>\n

\nReport
\nWriting Workshop: Collation, analysis, and production of a comprehensive
\nreport.<\/p>\n
Expected Outcome<\/p>\n
The
\nrapid needs assessment is expected to yield the following outcomes:<\/p>\n
1.
\nIdentification of key data needs and
\npriorities of non-health sectors involved in HIV\/AIDS programs that can be
\naddressed through DHIS data.<\/p>\n
2.
\nIdentification of gaps and challenges
\nfaced by non-health sector stakeholders in accessing, utilizing, and
\nintegrating DHIS data into their HIV\/AIDS programs.<\/p>\n
3.
\nDevelopment of data collection tool.<\/p>\n
4.
\nDevelopment of a comprehensive report
\nhighlighting the findings, recommendations, and proposed capacity-building
\nplans to enhance DHIS data utilization within non-health sectors of HIV\/AIDS
\nprograms.<\/p>\n
5.
\nDevelopment of costed capacity building
\nplan.<\/p>\n
Duration<\/p>\n
The
\nconsultancy is expected to be completed within 21working days.<\/p>\n
Reporting and
\nCommunication:<\/p>\n
The
\nconsultant will report progress regularly and maintain open communication with
\nstakeholders throughout the consultancy period.<\/p>\n
Qualifications and
\nwork experience:<\/p>\n
The
\nconsultant should:<\/p>\n
\u00b7
\nPossess expertise in data analysis,
\nhealth informatics, project management, and HIV\/AIDS programs. <\/p>\n
\u00b7
\nHe\/She should have at least a master’s
\ndegree in public health or other related science courses.<\/p>\n
\u00b7
\nHe\/She should have 10years experience
\nin assessing programs especially in HIV\/AIDS space<\/p>\n
\u00b7
\nHe\/She should be able coordinate,
\ndevelop and deploy national assessment tools in states<\/p>\n
Evaluation<\/p>\n
The
\nconsultant’s performance will be evaluated based on the quality and timeliness
\nof deliverables, adherence to the timeline, and effectiveness of
\nrecommendations.<\/p>\n
Timeline<\/p>\n
The
\nassessment is expected to be completed within the period of twenty-one (21)
\ndays<\/p>\n
Remuneration<\/p>\n
The individual consultants will be paid based on the
\napproved Global Funds budget<\/p>\n
Termination
\nof Appointment <\/p>\n
The appointment of the consultant can be terminated at
\nany point without notice if the firm is found to be incompetent or if they carry
\nout other activities that are found deleterious to the progress of the project.<\/p>\n
