PREVENTION OF NEW INFECTIONS IN NIGERIA
Background
The scourge of HIV/AIDS
is a major global public health problem, with Sub Saharan Africa carrying the
heaviest burden of the epidemic in terms of new infections. In Nigeria the
estimated number of new infections in 2010 was 281,180. Nigeria is committed to
halting and reversing the spread of HIV in line with the United Nation
declaration of commitment and achieving universal access to comprehensive
prevention, treatment care and support services.

New Infection among the General
Population
-
Nigeria's HIV/AIDS prevalence is generalised,
bulk of the HIV infections occur among person who are not engaged in high risk
sex.

Cohabiting or married sexual partners account
for 42% of new infections.

Annually 56,681 babies are born with HIV.
- 4.1% of young people age 15-24 years is infected
with HIV
Prevention of New Infections among Key Populations at Higher Risk of HIV
-
Though majority of new HIV infections are due to
transmission among the general population, the high risk groups still contribute
a significant portion of the new HIV infections.

IDU, FSW and MSM, who constitute 1% of the adult
population, contribute 23% of new infections.
- IDU, FSW, MSM and their partners constitute 3.4%
of the adult population but contribute over a third of new HIV infections.

Challenges
- Persistent of HIV/AIDS related stigma and
discrimination against MARPS and the general population, fuelling the spread of
HIV.

Entrenching gender inequality, making the
females more vulnerable to HIV.

HCT Programmes are largely donor driven with
insufficient government support.

Poor utilisation of PMTCT services amongst
pregnant women.
- There is no comprehensive mapping of MARPS;
thence there is paucity of information on the dynamics of transmissions among
them.
National Commitment to Prevent by
2015
-
HCT: Ensure at least 40% of adults' accesses HCT
services in equitable and sustainable way and expand strengthen
evidence-informed best practices targeting MARPs, with at least 50% of MARPs
accessing counselling and testing.

Blood Safety: Promote the adoption of policies
on biomedical transmission prevention, to ensure that at least 80% of donors of
blood products are screened for HIV according to National protocol, standard
and guidelines.

PMTCT:
Scale up of quality PMTCT services so that 30% of all pregnant women have
access to quality HIV testing and counselling and at least 80% of all HIV
positive pregnant women access ARV prophylaxis.

STI SERVICES: Capacity building for STI services
and demand creation for STI services, where at least 40% of sexually active
Nigerians will have access to quality and gender responsive STI services.

CONDOM SERVICES: Ensure 60% of all Nigerians
have comprehensive knowledge of HIV/AIDS and 60% of sexually active males and
females use condoms consistently and correctly with non regular partner.
- BCC: Communication interventions put in place to
ensure that at least 80% of all Nigerians have comprehensive knowledge on HIV
and at least 80% of young people 15-24 years adopting HIV and AIDS related
behaviour
