NACA in collaboration with partners in the national response is in the process of conducting a joint annual review of the National Response to HIV/AIDS. The objective of the Joint Annual Review is to measure progress made towards achieving the targets set in the strategic plan.  It will also identify the opportunities, constraints and obstacles of the national response, and make recommendations for the next planning cycle.

Specifically, as a process that genuinely engages all relevant stakeholders, the joint review offers an opportunity to:

1. Assess the progress made in implementing the NSP and SSPs respectively at the national and state levels pursuant to achieving set national and state targets from January 2010 to June 2011;
2. Assess the systems and processes put in place for the successful implementation of the NSP/SSPs e.g. data collection, collation, analysis, dissemination and use; sample collection and transportation; disease diagnosis and staging, treatment monitoring, supply chain logistic management, etc;
3. Identify challenges and bottlenecks that hamper the start up of the implementation of the NSP at national and state level;
4. Analyze and synthesize findings from the review and agree on modalities for improvement
5. Set program and service related priorities for the following year

The review is expected to commence in August 2011 and run for three months. The review shall provide insight on:

• What services are being provided
• Where these services are happening
• How effective and efficient are the services
• Who benefits from the services
• What should be our priorities in 2012 for improving services and meeting the NSP targets.

This exercise shall provide the country an opportunity to review the implementation of new HIV/AIDS National Strategic Plan for the period January 2010 to June 2011. The expected outcome of the joint review is the development of a single national document for planning and funding of 2012 HIV/AIDS activities.
