The World Bank assisted HIV/AIDS Programme Development Project (HPDP) is an investment in the Nigerian HIV/AIDS prevention programme supported by the World Bank within the overall framework of the HEAP/NSF. The project objective is to assist Nigeria to reduce the spread and mitigate the impact of HIV infection by strengthening its multi-sectoral response to the epidemic and lay foundation for scaling up HIV/AIDS prevention, care and treatment services at all levels. The ultimate goal is to reduce the spread and magnitude of HIV/AIDS epidemic in Nigeria by providing an enabling environment for prevention, care and support, sustained political will and resource mobilization for HIV/AIDS control at all levels and in all sectors in Nigeria, with the participation of local communities and other stakeholders.
A key component of the HPDP is the catalysis of local actions for prevention, care and support for HIV/AIDS. This includes activities for social mobilization, community empowerment and the provision of support in the form of grants and awards to facilitate the establishment and provision of care and support programmes at community level for HIV/AIDS control initiatives. NACA uses 3 mechanisms to manage this process:
1. The HIV/AIDS Fund (HAF)
The HIV/AIDS Fund (HAF) was designed to expand responses in the non-public sector activities against HIV/AIDS and provide avenues for the provision of this support to communities organized and mobilized for HIV/AIDS control.
To date, NACA has announced 3 calls for proposals from non-governmental organizations, faith based organizations, umbrella coalition groups, private sector organizations, etc. At the federal level, NGOs/FBOs and PSOs can access funds to a maximum of USD100,000 while umbrella organizations can access up to a maximum of USD300,000.
Under the first funding window, 38 CSOs received grants totaling about USD3,400,000 and worked in 32 states across the federation while 65 CSOs worked directly in 34 states under the second funding window with a total commitment of USD6,000,000. Altogether, some 1000 civil society organizations at national and state levels have accessed small grants to implement various HIV/AIDS interventions at community level across Nigeria.
2 Rapid Response Fund
The Rapid Response Fund (RRF) is a small grant facility for an activity being implemented by a civil society organization, (including non-governmental organizations, support groups, community based organizations, faith based organizations, workers unions, professional associations or the private sector) with the aim of enhancing the National and State response to HIV and AIDS.
The RRF mechanism was designed to complement the normal HAF mechanism through providing small grants (maximum of 10,000 USD) to applications for the implementation of short-term innovative proposals which can be undertaken over a short period of time, (ie 1 week to 3 months).
3. Support to Community Based Initiatives
NACA recognizes the value of supporting small community based ‘grass-roots’ projects. These projects need to be identified, funded and provided with support, including support for activity planning, implementation, reporting, financial management, monitoring and evaluation, and procurement.
At the state level, HAF has resources for supporting such projects, however the SACAs do not logistically have the time and human resources to provide the technical input and supervision that is required for the number of projects that need to be supported.
This mechanism was developed as a fund granting process under the HAF and decentralized to the Local Government Level. It is a process by which the Local Government LACA, will be supported by 2 local community mobilization officers (one male and one female), who will assist communities to develop proposals, provide support to the LACA to review proposals and also provide support to the implementation process at the community level.
The HAF Process
Convene HAF Advisory Committee Meeting
Each HAF cycle commences with a HAF Advisory Committee meeting at which End of Project Evaluation Report of the previous HAF cycle is reviewed in order to provide fillip to decisions on areas of focus in the subsequent cycle viz a viz thematic areas and target populations. Members of this committee are drawn from the donor community, implementing partners, FMOH, civil society groups, including CISHAN and NEPWHAN, and NACA staff.
Draft Call Advert
Based on recommendations of the HAF Advisory Committee, call adverts are drafted and sent to the World Bank for vetting and approval. Separate call adverts are targeted at separate clusters of civil society:
- Non governmental organizations/faith-based organizations,
- Private sector organizations, and
- Umbrella organizations.
Finalize call advert
Suggestions from the World Bank are put into consideration at the stage of finalizing the call advert. All call adverts are finalized with input from NACA’s procurement Department.
Seek “No Objection” to advertise from WB
Before submitting the adverts to the newspapers for publication, all finalized call adverts are again sent to the World Bank for “No Objection”. Having received this, call adverts are sent to newspapers for publication
Advertise call for proposals
All calls for proposals are advertised in 6 national dailies: Punch, Guardian, This Day, Tribune, Daily Trust and Vanguard.
Receive proposals
A period of 6 weeks from date of issuance to closing date of call adverts is allowed for applicants to prepare and submit their proposals. All proposals submitted within the deadline are registered in logbooks according to their cluster categories. Proposals received after closing date are registered in a separate log book for record purpose only. They are never processed.
Conduct Desk Review
A team of consultants comprising procurement experts are hired to conduct desk review on the proposals submitted within the deadline, using the advertised criteria as indicators. At this stage all proposals that fail to meet all the advertised criteria are separated from those that meet all the advertised criteria.
Conduct Technical Review
This is the stage at which the proposals that pass desk review are assessed for their technical quality. The parameters used include the following:
- The relevance of the proposed activities:
- Is/are the issue(s) to be addressed clearly identified and described?
- Are the issues real and important in the State?
- Is it a priority for action in the State?
- Are the proposed objectives/activities clearly related to the issue(s) identified?
- Appropriateness/soundness of strategies and activities
- Is/are the strategy (ies) proposed known/likely to have a potential effect/impact on the issues identified?
- Will the strategy (ies) and activity (ies) proposed be useful for the beneficiaries identified?
3) Capacity of the NGO:
- Has the NGO a track record of activities showing that it has implemented similar activities and has the capacity to scale up its work?
- Has the NGO a real capacity (staff, equipment, etc,) to implement the strategy and carry out the proposed activities?
- Is the NGO showing a capacity to manage properly the funds?
- Has the NGO the capacity to monitor results and report regularly?
4) Feasibility of activities:
- Is the work plan and program of activities clearly defined?
- Can the proposed work plan/activities be implemented in the period defined?
- Is the NGO submitting the proposal able to reach the beneficiaries?
- Have the beneficiaries been involved in the development of the proposal?
- Have any risks/controversial aspects been identified? Does the proposal suggest strategies to minimize these risks/controversial aspects?
- Is the work plan and budget clearly stated and realistic.
- Are cost estimates reasonable? Is the project value for money?
The technical review is conducted by a selection of representatives from the donor community, implementing partners, FMOH, and social scientists selected from the academia. Each proposal is reviewed twice by two different reviewers and the two scores are collated to find an average. If the disparity between the two scores is too large, a third opinion is sought.
Convene Technical Review Committee Meeting.
A technical review committee meeting which is chaired by NACA’s Director General is convened to deliberate on the outcome of the technical assessment. Members of the technical review committee are the same as those who participated in the technical review of proposals. At this meeting, results of the technical review are disseminated after which members are asked to set benchmarks for final selection of beneficiaries. The first consideration is given for determination of cut-off point (usually 50%). This reduces the number of applicants to consider. Having determined the cut-off point, allocation criteria are discussed. Some of these may include, for example:
- Merit - 20%,
- Merit/Thematic area - 30%
- Merit/Geo-political zone - 30%
Selection of beneficiaries.
Using the above-listed criteria, beneficiaries are selected by NACA staff. The list of the selected beneficiaries is then forwarded to the technical review committee members for their endorsement.
Capacity assessment of beneficiaries.
The short listed beneficiary organizations are visited by a team of consultants to verify their capacities to implement based on claims in their project proposals. At this stage, any organization found wanting is dropped and replaced with the next qualified one.
The outcome of this exercise is documented and forms part of the attachments to the HAF procurement report used in seeking “No Objection” at the World Bank.
Seek for “No Objection” from WB to announce beneficiaries.
A final report of the review procurement process which includes the list of proposed beneficiaries is sent to the World Bank for “No Objection”.
Announcement /Letters of Award.
Having received a “No Objection” from the World Bank, the list of beneficiaries is made public in six national dailies and letters of awards are issued to them. The letters of award also serves as an invitation to a ‘Start-up’ workshop.
Start-up workshop/ Signing of MOU
The purpose of the project start-up workshop is to attempt to close the perceived knowledge and skills gaps among the beneficiaries who are at varying levels of maturity. Whereas some of them are fully developed organizations, others may be accessing donor fund for the first time. The start-up workshop also serves to acquaint them with the World Bank procedures for project implementation and reporting. At the end of this exercise, a Memorandum of Understanding (MoU) is signed between each beneficiary and NACA.
Disbursement.
Disbursement is done in 4 tranches of 30%, 30%, 30% and 10% directly into a zero-based dedicated account opened by each project beneficiary. This is to ensure effective financial management and monitoring of funds. Each tranche disbursement is replenished on receipt of project programmatic and financial reports with due retirement.
Monitoring visits.
Two months into disbursement of first tranche, monitoring visits are conducted by a team of experts to assess the progress of each project. During these visits, achievements, challenges and constraints of each organizations project are noted with on-the-spot technical assistance provided as appropriate.
Capacity building workshop
Capacity gaps are highlighted in the monitoring reports and if necessary, all beneficiaries are pooled together a capacity building workshop to address such gaps.
Mid term review
Midway into the project, a mid term review meeting is convened to enable project beneficiaries share experiences and learn from one another.
End of project evaluation
Each HAF cycle is concluded by an end-of-project evaluation which documents project achievements, constraints, gaps and lessons learned.
ACHIEVEMENTS
- Institutional development of beneficiary organizations.
- Resource mobilization capacity of CSOs developed
- The HAF has increased awareness of HIV/AIDS among the general population
- All states of the federation benefited directly from the project
- The HAF contributed to knowledge and skills development among a few SACAs (Edo and Ebonyi States)
- There is an increase in the number of people accessing HIV/AIDS information and services, especially among marginalized groups such as prison inmates
- A number of VCCT centres established through the HAF These centres recorded lots of patronage and encouraged people to know their HIV status.
- Some of the projects attracted buy-ins from other stakeholders.
- The HAF has succeeded in increasing support from community leaders, religion leaders and political leaders
- Community empowerment, involvement and active participation in HIV/AIDS program
- Development and production of HIV/AIDS resource materials
IMPACT
An evaluation report of the first funding window revealed the following:
- Higher level of political support and commitment
- Capacity has increased
- Awareness has increased
- Behavior is changing
- Increase in number of young people delaying sexual debut
- Increase in the use of condoms
- 83% CSW in Abuja carry condom
- Convincing evidence that men are reducing the number of sexual partners
- Substantial increase in the number of people seeking VCCT services
- More HIV+ people now disclose their status
- Increase in the number of support groups nationwide
- Stigma is reducing

RAPID RESPONSE FUND RRF
A Rapid Response Fund (RRF) is a small grant facility for an activity being implemented by a civil society organization, (including non-governmental organizations, support groups, community based organizations, faith based organizations, workers unions, professional associations or the private sector) with the aim of enhancing the National and State response to HIV and AIDS.
The RRF complements the normal HAF mechanism through providing a rapid response to small and innovative proposals which can be undertaken over a short period of time, (ie 1 week to 3 months)
Eligible Organizations:
-
- All civil society organizations (Non-governmental, community-based, faith-based organizations, workers unions, professional associations, private sector organizations)
- Preference is given to organizations which have a legal status through any approved government registration agencies and are able to provide evidence of registration. However, in exceptional cases (for example seed funding for a new PLWHA group), the application can be accompanied by a letter of recommendation from CISNAN or NEPWHAN.
- Organizations already receiving grants from NACA/SACA or which have received an RRF in the past are not precluded from applying for RRFs as long as the proposed activity is discrete and separate from that funded under the sub-agreement in on-going project or previous RRF.
